Provide OSCs and other responders with a grasp of how the Special Monitoring of Applied Response Technologies (SMART) protocol may be used to enable science-based decisions on dispersant application at oil spills. Photo shows dispersant injection point one mile below the surface at the BP Spill. It also shows that the dispersant is going through the water before contacting the rising oil plume.
