The Omaha/Council Bluffs Subarea is a collaborative effort among three federal agencies, two states, six emergency management agencies, one federally-recognized Tribe, and local emergency response agencies within the geographic area surrounding the Missouri River and its tributaries from river mile marker 659 to 572. Planning and outreach activities were initiated by EPA Region 7 and partner agencies to facilitate a timely, effective and cooperative response to a discharge of oil or release of hazardous substances within the Sub-Area.
To guide these efforts, the Omaha/Council Bluffs Sub-Area Contingency Plan (SACP) was developed to coordinate an expedited response to a substantial discharge or threat of a discharge through integrating the actions of the unique combination of private industry and local, state and federal entities that have jurisdiction within the Sub-Area. The Omaha/Council Bluffs Sub-Area includes the following counties:
Iowa: Mills and Pottawatomie Counties
Nebraska: Cass, Douglas, Sarpy and Washington Counties
Ponca Tribe of Nebraska: Tribal Service Delivery Areas are maintained in Pottawatomie, Douglas, and Sarpy Counties.
