Site Description 7/27/2022 01 Background

This time-critical removal action (TCRA) involves the demolition, cleanup and proper disposal of debris from five partially collapsed buildings known to contain friable asbestos. The buildings, located in the Town of Selfridge, have been abandoned, damaged by major fires and weathering, and vandalized. The Town of Selfridge is located in the Standing Rock Sioux Indian Reservation. The Site was identified by the Town as a safety concern, posing a potential asbestos exposure threat to nearby residents, children, and community members.

 

EPA will begin work on July 26, 2022 and expects the cleanup to take approximately five weeks. All of the asbestos-containing debris will be properly cleaned up and disposed of at a landfill authorized to accept asbestos waste.

EPA's objectives during 25-30 July, 2022 Operational Period are to:

1. Mobilize to site

2. Set up Decon trailer

3. Set up containment zones

4. Receive equipment

5. Obtain water supply

6. Remove asbestos and haul to approved landfill

7. Keep stakeholders informed



Response Operations 7/27/2022 25-30 July 2022

1. EPA and ERRS mobilized to the site on 26 July 2022.

2. The decon trailer was set up between Old Motel and the Implement Dealer

3. Containment zones were set up around Old Motel, Implement Dealer, Old Legion Hall and Bar on 27 July

4. Four pickup trucks, a water truck, a decon trailer, an equipment trailer, a generator,  and a loader arrived on 26 July.

Surfactant, a conex box, a hand wash stations  and four Porta Johns arrived on 27 July. The skid steer arrived 28 Jul. The excavator arrived 29 July.

5. Town of Selfridge allowed the EPA to use a nearby water hydrant for a water supply.

6. Began removing asbestos waste on 29 Jul from Implement Dealer building and loading  the asbestos in lined dumpsters waiting to be hauled to Walworth County Landfill in South Dakota.

  • 7-29-22: 6 Loads, 49.94 Tons hauled to landfill
  • 7-30-22: 7 Loads, 64.03 Tons hauled to landfill

7. Website was made public to inform stakeholders on 27 July.



Planned Activities 7/27/2022 25-30 July 2022

Continue to remove asbestos-contaminated debris from Old Motel and Implement Dealer. Haul asbestos-contaminated debris to Walworth County Landfill, an approved asbestos landfill.

Keep stakeholders informed.

Response Operations 8/2/2022 1-6 Aug 2022

1. Removing asbestos-contaminated debris from Old Motel and Implement Dealer was delayed until we can pump water out of the basement of the Implement Dealer. The equipment was decontaminated and moved over to work on the Old Legion Hall and Bar.

2. Old Legion Hall and Bar were demolished on 2 Aug.

3. Asbestos-contaminated debris removed from Old Legion Hall, the bar and hauled to approved landfill

  • 8-01-22: 6 Loads, 79.24 Tons hauled to landfill
  • 8-02-22: 5 Loads, 41.41 Tons hauled to landfill
  • 8-03-22: 7 Loads, 70.12 Tons hauled to landfill
  • 8-04-22: 10 Loads, 106.51 Tons hauled to landfill
  • 8-05-22: 6 Loads, 53.47 Tons hauled to landfill
  • 8-06-22: 10 Loads, 118.85 Tons hauled to landfill

4. EPA continues to keep stakeholders informed via response.gov and meeting with the mayor and city manager on a routine basis.

Continue removing asbestos from the Old Legion Hall and Bar. Pump water out of the Implement Dealer basement. Finish removing asbestos from Implement Dealer and Old Hotel. Start backfilling Old Legion Hall and Bar with clean backfill. Demo Old Auditorium.

2. Pumping out the water from basement of Implement Dealer began 8 Aug. We are pumping through a 5 micron filter to capture any asbestos in the water. Completed pumping out basement on 9 Aug.

3. Remove asbestos-contaminated debris from Old Legion Hall and bar and haul to approved landfill

  • 8-08-22: 10 Loads, 116.07 Tons hauled to landfill
  • 8-09-22: 12 Loads, 139.13 Tons hauled to landfill
  • 8-10-22: 8 Loads, 108.39 Tons hauled to landfill
  • 8-11-22: 5 Loads, 60.37 Tons hauled to landfill
  • 8-12-22: 7 Loads, 75.78 Tons hauled to landfill
  • 8-13-22: 13 Loads, 157.45 Tons hauled to landfill

4. Began hauling dirt for back fill at Old Legion Hall and Bar on 9 Aug.

5. Initiated and completed demolition on Old Auditorium on 11 Aug 2022.

6. Website updated to keep stakeholders informed. Meeting with mayor and city manager regularly.
