Site Description 3/2/2022 01 Background

The City of Tooele and Tooele County approached an EPA On-Scene Coordinator about a property with a debris pile containing asbestos containing martial (ACM). Based on the report, the OSC conducted a visual assessment of the area and debris pile to confirm concerns expressed by local officials. The OSC was able to verify a large debris pile with lax security measures and visuals signs of trespassing or scavenging. A report provided by the PRP confirmed ACM and was visually verified by the OSC. 

The ACM is releasing friable asbestos into the environment at the Site, which is in a residential and mixed-use neighborhood with three primary schools with 0.3-miles. There are no adequate restrictions currently in place to prevent children or other persons from accessing the Site and posing an asbestos inhalation threat to trespassers and other individuals who enter or live near the Site.  

The emergency removal action includes the cleanup and proper disposal of the ACM-contaminated debris. Weather events including wind, rain, and snow will continue to degrade the remaining portions of the structures and debris piles, causing the ACM to release additional asbestos fibers, as the material weathers and becomes friable due to ongoing exposure to the elements. Hence, asbestos fibers will likely migrate off-Site and pose an asbestos inhalation threat to nearby residents and community members.  



Operational Objectives 2/23/2022 02 Feb 21 - Mar 02

For the operational period February 21, 2022 to March 2, 2022, EPA plans to accomplish:

  1. Secure Site perimeter and containment. 
  2. Secure all logistics for off site transportation and disposal. 
  3. Expand fenced off current perimeter to contain all debris materials.
  4. Mobilize heavy equipment including excavator, skid steer, water truck, frack tank, and dump trucks.
  5. Begin removal of debris pile containing asbestos and haul to final storage destination.
  6. Continue to keep stakeholders informed of site operations. 


Current Activities 2/23/2022 02 Feb 21 - Mar 02

During this operational period of the emergency removal action, the EPA was able to accomplish:

  1. Expanding the hot zone for operations and increase Site access restrictions for working in a hot zone.
  2. Cover chain link fence with 6 millimeter polyvinyl sheeting to the perimeter fencing to mitigate any fugitive dust from migrating off site.
  3. Pre-removal assessment of site conditions including documentation of the migration of potentially friable asbestos material, bulk asbestos sampling, and initial dust monitoring.
  4. Due to weather, the EPA paused Site operations until Monday, 02/28/2022.
  5.  Due to weather, heavy equipment was located and is on standby, but was not mobilized to the Site until the week of February 28, 2022.
  6. Crews and equipment fulling mobilized to Site on February 28, 2022. 
  7. Crews finished site setup on March 1, 2022. 
  8. EPA began hauling trucks off site on March 2, 2022,  EPA removed 5 truck loads totaling 45 tons of asbestos containing material.

Operational Objectives 3/3/2022 03 Mar 03 - Mar 06

For the operational period March 3, 2022 to March 6, 2022, EPA plans to accomplish:

  1. Continue removal of debris pile containing asbestos and haul to landfill.
  2. Keep crews safe. 
  3. Keep site secure. 
  4. Continue to monitor any off site migration of dust. 
  5. Continue to keep stakeholders informed of site operations. 


Current Activities 3/3/2022 03 Mar 03 - Mar 06

During this operational period of the emergency removal action, the EPA was able to accomplish:

  1. Consolidation of asbestos containing debris on Site.  
  2. Set up traffic control areas.
  3. Photo documentation of removal activities, including the lining of haul trucks and dust control measures.
  4. Monitored for offsite migration of dust from Site. 
  5. Continue hauling asbestos containing debris off-site for disposal at the Grassy Mountain Landfill facility.
  6. From 03/03/2022-03/05/2022 the EPA removed 33 truck loads totaling 328 tons of asbestos containing material.

  1. Slips, trips, and falls with a focus on ladder safety due to EPA ERRS contractors climbing in and out of haul trucks. 
  2. Trucking/general driving safety in varying weather.
  3. Traffic control around the Site during debris removal operations.
  4. Importance of dust suppression due to the surrounding residential community, mixed use buildings, and proximity of 3 school to the Site.

During this operational period of the emergency removal action, the EPA was able to accomplish:

  1. Removal of approximately 43 truck loads totaling 630 tons of asbestos containing material.
  2. Air monitored for dust particulates migrating off Site.  
  3. Maintained traffic control areas to the north and east of the site.
  4. Photo documentation of removal activities, including the lining of haul trucks and dust control measures.
  5. Continue hauling asbestos containing debris off-site for disposal at the Grassy Mountain Landfill facility.

Operational Objectives 3/13/2022 06 Mar 14 - Mar 20

For the operational period March 14, 2022 to March 20, 2022, EPA plans to accomplish:

  1. Complete grading and filling the the excavated footprint to avoid leaving a large pit for public safety.
  2. Continue to control traffic around the Site until completion of backfilling.
  3. Continue documentation of all activities at the Site until completion of the emergency removal.
  4. Keep crews safe.
  5. Keep site secure. 
  6. Demobilize personnel and equipment from the Site. 
  7. Continue to keep stakeholders and Public informed of EPA response operations on Site until completion of the emergency removal.

 



Current Activities 3/13/2022 06 Mar 14 - Mar 20

During this operational period of the emergency removal action, the EPA was able to accomplish:

  1. Soils adjacent to the structure and debris piles was scraped where ACM was
    observed, a total of 38 tons of soils were hauled off Site for proper disposal. 
  2. Hauling of backfill containing 3,255 tons of clean soil to backfill the old basement for public safety.
  3. Maintained traffic control areas to the north and east of the site.
  4. Photo-documentation of backfill and grading operations.
  5. Demobilize personnel and equipment from the site.

EPA has concluded their field component of the cleanup at the Broadway Hotel Site in Tooele Utah. No further operational periods will be reported.
