Sent Items; Ricketts I met Dave Rickett at the site this evening and did an inspection. Besides the fact that the building is collapsing and there are gaping holes in the floor over the crawl space, the building contains probably 700 + linear feet of asbestos pipe insulation and about 200 gallons of various chemicals and hydraulic fluids, all of which are labeled. There are dozens of containers of chemicals, ranging from quarts to gallons to 30 gallon drums in the building, and also in a small room attached to the former car wash, which is not functional. There is no electric to the building, so there are no smoke or fire detectors. Two door are open to the outside. The asbestos is about 80% intact, but in many places it's fallen to the floor or is hanging in shards from the pipes. The structure has a flat ancient wood roof that probably won't make it through another winter. The only reason it didn't come down last winter is because we had a very light snow fall. The timbers are wet and rotted, and the wood floor is soft everywhere. I think this would qualify for a removal action because of the large amount of friable asbestos and the deteriorated condition of the main building; it is literally falling apart. If there were more chemicals inside I'd even say it would qualify as an emergency response. I will issue a POLREP documenting the site conditions, and I'd recommend that you contact DEC and ask them to refer this to EPA for either a a time-critical removal action for asbestos and chems and contaminated soil too. There are also about 15 drums of dirt that the RP had scooped out of the floor drains in the car wash over the years. This would be dirt that was washed off cars and also from underneath the cars. Coming from the undercarriage would probably result in motor oil, trannie fluid, brake fluid, etc. washed off into the floor drains and likely scooped up when the drains were periodically excavated. Mr. Rickett admitted to me that normally he'd take that excavated soil and dump in on the ground behind the dry cleaner shop. I would recommend that the soil in the drums be sampled and tested for organics as part of any assessment. If it tests positive in significant amounts then the soil behind the shop should be tested as well. In my opinion the building has no value and is a major liability in its current state. If there's a fire in that place at, lets say 2AM, chances are it would be fully engulfed by the time first responders could get to the scene, and it's totally unsafe to enter, so they'd have to stand-off and fight it from a distance. I'm going to contact the fire chief and let him know what the situation is in the building. There's a huge fire load inside consisting of furniture, partition walls, clothes and the wood structure itself. A fire would undoubtedly result in asbestos fibers being entrained in the smoke and heat from such a large fire. We could be looking at significant asbestos contamination of dozens of nearby residences and possibly downtown Ballston Spa which is about 3 blocks away. That would include the County Seat, downtown shops, and a few schools. I think something has to be done here before the next snow or it will be a mass of asbestos and rubble.
