In early November 2012, EPA
started the process of sampling 1283 properties in the Birmingham communities
of Fairmont, Harriman Park, and Collegeville. The sampling stems from possible
contamination that resulted from the industry located in and around the
affected communities. EPA, utilizing START continues to sample for metals
(including lead and arsenic), SVOCs (including PAHs), and PCBs (as needed).
As of the closing date of
this POLREP there are 1636 properties in the database and 590 have been
sampled.

2. Current Activities

2.1 Operations Section
|
|
|
The following activities were accomplished during this
reporting period:
As stated sampling continued during this
reporting period. To date 590 properties have been sampled with the most
prevalent contaminants found above Removal Management Levels (RMLs) being lead,
arsenic, and Benzo(a)Pyrene (BaP).
During the week of February 11, results letters
were mailed out to 85 residents. This comprises of those properties sampled in
November 2012. The next batch of results letters are expected to be sent out
during the week of March 4. It is expected that the results will be made
available on the North Birmingham Environmental Collaboration Project (NBEC)
website. In addition, Superfund is developing a data viewing website that will
allow one to zoom in on a particular area to view data on a map. This is
expected to go live during the next reporting period.
Major sampling milestones during this reporting
period include Calloway School, former Riggins School, former Carver High
School, North Birmingham Homes and Collegeville Center Housing Developments.
Also discovered in a few properties during this
reporting period is a substance call wire fluff which is the material left
behind after a wire is stripped. There is a large pile of this material located
in Harriman Park that is unsecured. The material found in the residential yard
was tested for PCBs and tested positive. Superfund will sample the wire fluff
pile on February 28, 2013.
Recently, the OSC decided to change the boundary
of the sampling area again. This decision was based on several factors
including data and sensitive populations. The new boundary only affects
Collegeville and pushes the new boundary down to 27th Avenue N. This
new line now includes Maclin Park which is a major recreation park for the
children in Collegeville. The new boundary now encompasses all of the residential
properties in Collegeville and will add approximately 400 additional
properties. Access agreements are in the process of being sent out to the newly
added properties.

2.2 Planning Section

The following activities are planned at the Site during the next reporting period:
- EPA continues to receive access agreements to the Community Outreach Office and will continue to schedule sampling at those properties within our study area.
- Superfund has scheduled March 25-29, 2013 to sample Hudson K-8 School. This is during Spring Break.
- The results of the sampling at the wire fluff pile will also be evaluated during the next reporting period.
