Site Description

EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Currently, Meridian and Spartan contractors are conducting work at the site.  EPA and PADEP officials are controlling access to the site and coordinating the activities of the various generators.


Current Activities

Weather:
3/23/07 Overcast with light rain, precipitation 0.28 inches, temperatures 43-56 oF, winds variable 4-9 mph.

START attended the morning safety meeting held by URS, Meridian’s subcontractor.

PADEP canceled the site flyover due to inclement weather.  

The OSC directed ERRS to cancel a shipment of propane due to warming temperatures. Propane is used to supply heat to the office complex.

Labor Ready, subcontractor to Spartan, unloaded a truck of pallets that arrived at the site.

URS loaded out one truck (carrier: Autumn Industries) with 144 drums and 20 totes of flammable magnesium turnings mixture (31,200 lbs).  URS repackaged 176 drums of magnesium turnings mixture from super sacks to drums.

A load of empty super sacks arrived at the site as arranged by American Iron & Metal Company, Inc. (AIM).  Consent for the shipment had not been coordinated through site personnel and prior notification had not been made.  AIM was contacted by START and informed that future shipments require coordination through EPA, PADEP or representatives.  URS signed for the shipment and it was offloaded to Building 9.

START conducted monitoring and documentation of activities.

Site personnel demobilized for the weekend.  Site security guard will remain at site through the weekend.


Planned Removal Actions

URS will continue to repackage and remove Meridian’s magnesium materials.

EPA, PADEP and START will continue to coordinate all access to the site.

PADEP anticipates re-scheduling the flyover in the near future.


Next Steps

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
