EPA continues to provide 24-hour security and coordinate the activities of PRP generators who supplied Remacor, Inc. with secondary magnesium scrap including turnings, shavings, chips and other finely divided cuttings. In all, 29 generators have been identified and issued 104e letters. Several of the companies are in the process of voluntarily removing their materials from the Site under the oversight of EPA and PADEP who control access to the Site. The 45-acre property contains thousands of drums, sacks, boxes and other containers of this flammable solid, many of which are in poor storage conditions. Generators are using subcontractors to assist them with identifying, moving, re-packaging, and loading their materials for transportation to other facilities for proper storage, recycling, or disposal.
Other recent site activities have included sampling and field analysis of various materials on site by PADEP. The OSC has been in communication with Pratt & Whitney on the removal of drums from the Remacor site.
Personnel On-Scene: 3/06/07 EPA-1,START-2, URS-5, Labor Ready-3, Other-2, Security-1 (24hr) Weather: 3/06/07 Mostly cloudy, Temperatures ranged from 14 to 24 degrees F, Winds from the north at 5 mph. START attended the morning safety meeting held by URS, Meridian’s subcontractor. Labor Ready, subcontractor for Spartan Light Metal Products, safety meeting was held at 0800 hours. Labor Ready completed the packaging of 40 boxes of Spartan’s recyclable scrap magnesium flashing. The boxes were staged in Building 9 awaiting transportation arraignments. Additional Spartan products remain at the site awaiting arraignments.
PADEP (Holler, Hoffman, and Morettini) arrived onsite with a portable infrared spectrometer, TravelIR. PADEP collected approximately seven samples for field analysis. A sealed paper bag labeled “Strontium” located in Building 9 was sampled along with other products from the Building 2.
OSC was contacted by Pratt & Whitney for clarification on the approval process and what types of plans would be required for removal of their product.
Meridian anticipates loading one truck a day for the remainder of this week.
OSC anticipates Pratt & Whitney to remove approximately 1200 to 1700 drums of product from site.
The OSC anticipates Pratt Whitney developing a work plan/health and safety plan while arraigning subcontractors for the removal their product from site.
PADEP anticipates taking further samples for analysis in the future.
