Pollution Report (POLREP) #15
Site Description
EPA continues to provide 24-hour security and coordinate the activities of PRP generators who supplied Remacor, Inc. with secondary magnesium scrap including turnings, shavings, chips and other finely divided cuttings.  In all, 29 generators have been identified and issued 104e letters.  Several of the companies are in the process of voluntarily removing their materials from the Site under the oversight of EPA and PADEP who control access to the Site.  The 45-acre property contains thousands of drums, sacks, boxes and other containers of this flammable solid, many of which are in poor storage conditions.  Generators are using subcontractors to assist them with identifying, moving, re-packaging, and loading their materials for transportation to other facilities for proper storage, recycling, or disposal.

Other recent site activities have included sampling and field analysis of various materials on site by PADEP.  The OSC has been in communication with Pratt & Whitney on the removal of drums from the Remacor site.

Current Activities

3/0707 EPA-2, PADEP-1, START-2, URS-4 Labor Ready-3, Remacor-1 Other-1, Security-1 (24hr)

Weather:
3/07/07 Morning snow (3 - 4 inches) and clear skies in afternoon, Temperature ranged from -2 to 15 degrees F, Winds from East at 8 mph.

START attended the morning safety meeting held by URS, Meridian’s subcontractor.

URS continued to repackage Meridian’s magnesium turnings into drums.  URS loaded 44 pallets (approximately 26,400 pounds gross) of product into a truck from Autumn Industries.  The load departed the site enroute to Magpro (Camden, NJ) for recycling.  The estimated gross weight of each pallet of product is 600 pounds.   Autumn Industries and Magpro are subcontractors for Meridian.

Labor Ready, Spartan Light Metal Products’s subcontractor, completed their repackaging task for Spartan.

Remacor’s owner (Mr. Jackman) arrived onsite and retrieved company files from the office area.  OSC (Downie), and PADEP (Holler) requested that Mr. Jackman secure his file cabinets or allow EPA or PADEP to secure them for him.  He declined to secure his files or allow EPA or PADEP to secure them.

Planned Removal Actions
Meridian anticipates loading one truck a day for the remainder of this week.

OSC anticipates Pratt & Whitney removing approximately 1200 to 1700 drums of product from site.

Next Steps
The OSC anticipates Pratt Whitney developing a work plan/health and safety plan while arraigning for the removal their product from site.

PADEP anticipates taking further samples for analysis in the future.
