EPA continues to provide 24-hour security and coordinate the activities of PRP generators who supplied Remacor, Inc. with secondary magnesium scrap including turnings, shavings, chips and other finely divided cuttings. In all, 29 generators have been identified and issued 104e letters. Several of the companies are in the process of voluntarily removing their materials from the Site under the oversight of EPA and PADEP who control access to the Site. The 45-acre property contains thousands of drums, sacks, boxes and other containers of this flammable solid, many of which are in poor storage conditions. Generators are using subcontractors to assist them with identifying, moving, re-packaging, and loading their materials for transportation to other facilities for proper storage, recycling, or disposal.
Other recent activities have included video documentation of all products on site to assist in inventory. The OSC has been in communication with Pratt & Whitney as well as Intermet on the removal of drums from the Remacor site.

START attended the morning safety meeting held by URS, Meridian’s subcontractor.
URS continues to repackage product from super sacks to drums. URS received a shipment of empty drums and removed one truckload of product.
START attended the morning safety meeting held by Labor Ready, a subcontractor for Spartan Light Metal Products. Labor Ready identified drums that need to be repacked due to integrity issues.
EPA Messimer mobilized to the site and conducted oversight of operations. Messimer drafted a letter to file outlining START cost tracking procedures for the project which integrates both assessment and removal work elements.
PADEP (M. Hoffman) mobilized to the site and assisted with oversight of operations. Hoffman provided START with production well information pertaining to three formerly used municipal drinking water wells on the site. The information will be used in conjuction with an upcoming Radiation survey to evaluate locations for monitoring well construction and placement.
OSC, EPA Management, EPA Legal, and EPA Enforcement representatives held a conference call regarding obtaining access to Remacor records. An EPA Enforcement representative is tentatively scheduled to mobilize during the week of 3/19/07 to access the records.
Remacor (Jackman) arrived on site to take photos of a table saw that is used for cutting flint rods. START accompanied Mr. Jackman to the location and then to observe the flint rods (est. 1,000 lbs) located in Building 9. Mr. Jackman retrieved a report binding machine from his former office space before departing the site.
EPA Messimer and PADEP Hoffman demobilized.
START conducted PRP oversight and provided written and photographic documentation.
Meridian anticipates removing three truckloads of product the week of 3/19/2007.
OSC anticipates that Pratt & Whitney will mobilize to the site on 3/19/2007 to repackage and remove 1,200 to 1,700 drums of product from site.
OSC anticipates Rolls Royce Corporation will mobilize to the site no later than March 28, 2007 for repackaging and removal of product.
The OSC anticipates Pratt& Whitney will develop a Work Plan/SHASP before beginning work on site.
The OSC anticipates that Rolls Royce will submit a Work Plan/SHASP in the near future.
