EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Currently, Meridian, Spartan, and Rolls Royce contractors are conducting work at the site. EPA and PADEP officials are controlling access to the site and coordinating the activities of the various generators.
Rolls Royce completed removal of their materials from the site on 3/28/07.

On 3/26/07, EPA (Downie), PADEP (Holler, Morettini, Mechtly), and START mobilized to site. START attended the morning safety meeting held by URS, Meridian’s subcontractor. On 3/24/06, a rental company retrieved their four empty trailers that were previously used by Remacor to store magnesium wastes.
The Site Security Guard submitted a report to the file that indicated he encountered a suspicious vehicle in the parking lot of the site on 3/25/07 at 2345 hours. The guard informed three men, claiming that they were trying to access the Beaver River to fish, that they needed to vacate the premises. The persons departed without further incident.
Von Roll Heritage, subcontractor to Rolls Royce, arrived on site and submitted a safety plan to START on behalf of Rolls Royce. Von Roll began overpacking and marking Rolls Royce material for disposal at Von Roll. Rolls Royce has 80 drums and 40 that were overpacked and completed for inventory.
Labor Ready, subcontractor for Spartan, replaced lids on drums with vented lids and received a load of drums. Labor Ready personnel began repacking non-approved drums of magnesium into shippable drums.
URS continued to repackage super sacks from Building 2 into transportation-approved drums. This activity continued in Building 7. URS loaded out one truck with 208 Meridian drums (36,400 lbs) containing magnesium turnings mixture (load No. 10). Material was transported to MagPro, Camden, TN.
At the request of the OSC, START reviewed the safety plan for URS and determined that dust controls/ monitoring/ procedures at the repackaging table was not addressed. Most of the materials being repackaged have low emissions, however a rare super sack could contain dry material that could result in exposure to workers from fugitive dust emissions. The OSC requested that START conduct air monitoring for particulates at the repackaging table.
A dumpster was delivered to the site under the ERRS contract mechanism.
START completed video-taping the area of the site located south of Building 9. Video taping is completed for the site.
On 3/27/07, URS continued to repackage supersacks and used all available empty drums. URS began transporting supersacks from Building 2 and received banding material. URS loaded one truck with 192 Meridian drums that contained magnesium turnings mixture (load No. 11). The shipment was sent to MagPro, Camden, TN.
Labor Ready installed vented lids on drums for Spartan.
Von Roll Heritage continued to overpack and label drums for Rolls Royce. One load of 44 overpacked drums containing waste magnesium alloys was transported to their incinerator (WTI) in East Liverpool, OH.
START monitored and photo-documented site activities.
On 3/28/07, START attended the morning safety meeting held by URS. URS was unable to proceed with repackaging operations due to lack of drums although a load of drums was scheduled to be delivered to the site by MagPro. At 1235 hours, three URS personnel departed.
EPA OSC Easton mobilized to the site.
Von Roll Heritage loaded 36 drums of Rolls Royce-generated waste magnesium alloys onto a truck for transportation and disposal at WTI. This was the final load of Rolls Royce material on site.

On 3/29/07, START attended the URS morning safety meeting. URS received a load of empty drums then continued to repackage supersacks from Building No. 2 into 244 drums. URS loaded one truck with 208 Meridian drums containing magnesium turnings mixture and it departed the site for MagPro, Camden, TN (load No. 12).
Labor Ready continued to repackage drums for Spartan.
PADEP (Hoffman, Weaver) mobilized to the site.
Joe Jackman, Remacor, and his secretary arrived onsite and retrieved files that he indicated were financial records that he needed for court.
On 3/30/07, START attended the morning safety meeting held by Meridian subcontractor, URS. URS repackaged super sacks into 80 drums, cleaned the work area, and moved 40 full super sacks plus a half sack from Building 2 to Building 7. URS loaded out one truck with 208 Meridian drums containing magnesium turnings mixture and the shipment went to MagPro, Camden, TN (load No. 13). URS personnel demobilized at 1540 hours.
Labor Ready installed vented lids on Spartan drums and began repackaging boxes of Spartan scrap magnesium located in Building 9.
START monitored site activities and conducted written and photographic documentation.
All personnel demobilized for the weekend. Security remained on site.
URS will continue to repackage and remove Meridian’s magnesium materials.
Labor Ready employees anticipate removal of the remaining Spartan materials from the site next week.
EPA, PADEP and START will continue to coordinate all access to the site.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
