EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Currently, contractors for Meridian and Spartan are conducting work at the site. EPA and PADEP officials are controlling access to the site and coordinating the activities of the various generators.
Spartan completed removal of their materials from the site on 4/6/07.

On 4/2/07, START mobilized to the site and attended the morning safety meeting held by URS, subcontractor to Meridian. URS continued to repackage super sacks of magnesium turnings into drums for T&D. By C.O.B., URS had used all available empty drums and was waiting delivery of additional drums and vent caps.
Labor Ready loaded 112 Spartan drums (24,000 lbs) containing magnesium turnings mixture into an Autumn Industries truck to be transported to MagPro, Camden, TN.
The OSC was offsite this week due to other regional commitments. START updated the OSC regarding site activities and disposal quantities to-date. Approximately 1.3 million pounds of magnesium-based materials had been removed from the site.
PADEP (Holler) mobilized to the site and provided oversight of operations. Holler demobilized by C.O.B.
START conducted written and photographic documentation of activities on site. At 1605 hours, one START member demobilized to assist with an EPA emergency response in Clendenin, WV. One START member mobilized to site from another site as replacement.
On 4/3/07, START attended the morning safety meeting held by URS. Drums and vent caps were anticipated to be received this date. URS moved 40 super sacks from building No. 2 to building No. 7. URS loaded out two Autumn Industries trucks with 208 Meridian drums each (39,000 and 36,400 lbs.). The drums, containing magnesium turnings mixture, were shipped to MagPro, Camden, TN (loads 14 and 15). URS departed site at 1515 hours when empty drums and vented caps did not arrive.
Labor Ready workers, subcontracted by Spartan Light Metal Products, loaded one truck with 160 drums (40,000 lbs) containing magnesium or magnesium alloys with greater than 50% magnesium in pellets, ribbons, or turnings. In addition, 3 drums of magnesium-contaminated cutting oil and water (1,200 lbs) were added to the load. The materials departed site for MagPro, Camden, TN.

On 4/4/07, START attended the morning safety meeting conducted by URS. URS departed the site at midday after it was determined that empty drums and vented bungs would not be delivered.
The Spartan truck loaded on 4/3/07 was determined to be overweight and returned to the site where Labor Ready workers offloaded a portion of the drums. The truck then departed with a load of 88 drums (30,000 lbs) containing magnesium ribbons and turnings. Another truck was scheduled to pick up the remaining drums.
PADEP (Holler) mobilized to the site to observe activities then demobilized midday.
Remacor (Jackman) arrived on site and met with the former Remacor plant manager (Lingenfelter). Jackman then departed.

Labor Ready workers loaded one truck with unused Spartan supplies including empty drums, pallets, boxes, and two barrel lifters.

On 4/5/07, START attended the morning safety meeting held by URS. URS received 324 drums via truckload. One truck was loaded with 208 Meridian drums containing magnesium turnings mixture (39,000 lbs, load 16). The load was transported via Autumn trucking to MagPro, Camden, TN. URS repackaged 32 super sacks and 2 half-sacks into 256 drums in building No. 7.
A reporter for KDKA TV – Pittsburgh, PA arrived on site. EPA Messimer provided the reporter with the OSC’s phone number. OSC Downie was offsite due to lother regional commitments. The reporter collected some video footage of the site and spoke with a passerby. OSC Downie returned the reporter’s phone call.

On 4/6/07, START attended the morning safety meeting conducted by URS. START placed a personal data ram in the breathing zone of the repackaging table area in building No. 7 to monitor particulates during activities. The TWA across 5.5 hours of data logging indicated 0.00 mg/m3, STEL = 0.073 mg/m3, maximum 3.927 mg/m3. This is below established threshold criteria for particulates (TWA 15 mg/m3 (total), TWA 5 mg/m3 (resp).
URS transported super sacks from building No. 2 to building No. 7. URS loaded two trucks with 208 and 192 Meridian drums, respectively, containing magnesium turnings mixture (41,600 lbs, 38,400 lbs, loads 17 and 18). The drums were transported via Autumn trucking to MagPro, Camden, TN.
PADEP (Holler, Hoffman, Weaver, Morettini) mobilized to the site to observe activities and conduct a site walk-through. PADEP used a thermal imager to look at the drums on site. PADEP personnel demobilized by C.O.B.
Labor Ready loaded one truck with 84 Spartan drums that were offloaded from the overweight truck on 4/3/07 (30,000 lbs). The drums were transported via Autumn trucking to MagPro, Camden, TN. This completed the removal of Spartan materials from the site.

All personnel demobilized for the weekend. Security remained on site.
URS will continue to repackage and remove Meridian’s magnesium materials.
EPA and PADEP will continue to coordinate all access to the site.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
EPA anticipates that ERT and their subcontractor will conduct a detailed radiation survey of the site during the week of 4/16/07.
