EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Currently, contractors for Meridian are conducting work at the site. SPX Contech, Portage, MI, is coordinating with EPA for removal of their magnesium materials. Intermet has contacted OSC and anticipates being on site the week of April 23, 2007 to begin extracting their product from site. EPA and PADEP officials continue to control admittance to the site in addition to coordinating the activities of the various generators.

On 4/18/07, START attended the morning safety meeting held by URS, subcontractor to Meridian. URS transported 87 full and eight 3/4 super sacks from Building 2 (Deoxsulf) to Building 7 where they will be processed into 55-gallon drums. URS also repackaged 34 pallets @ 4 drums / pallet. A truck from Autumn Industries was loaded with 48 pallets of drums, an estimated gross weight of 31,000 pounds. The load was consigned to Magpro, Camden, TN. START conducted air monitoring for particulates in the repackaging area. The reading’s average = 0.014 mg/m3, and the maximum STEL = 0.047mg/m3. OSHA’s PEL for total particulates is 15 mg/m3.
OSC Downie, Easton, and Matlock along with PADEP’s Holler, Hoffman, and Weaver, who were accompanied by PADEP’s Bureau of Radiation Protection personnel Whitehead and Lewis, were on site to assist and oversee radiation survey. The EPA Emergency Response Team (ERT) and the National Decontamination Team (NDT) lead the survey. The ERT and NDT which consisted of EPA Hudson and subcontractors (Draper and Lam) used their Mobile All-Terrain Radiation Survey (MARS) system, which was pulled behind an all-terrain vehicle. PADEP broke into 3 different groups to use other instrumentation for detecting radiation and identifying isotopes in areas with elevated readings found by ERT. PADEP personnel used a Ludlum 2241 with a 44-2 Gamma probe, Exploranium (Handheld isotope identifier), Sam 935with a 3x3 NAI Probe, and Ortec Detective (HPGe-based Hand-Held Radioisotope Identifier).

URS also removed super sacks from Building 2 (Deoxsulf) to Building 7 were the super sacks will be repackaged. The total count of sacks removed from the Deoxsulf is as follows; 41-full and 5-3/4 super sacks. A truck from Autumn Industries was loaded with 52 pallets of drums, an estimated gross weight of 33,800 pounds. The load was consigned to Magpro, Camden, TN. START conducted air monitoring for particulates in the repackaging area. The reading’s average = 0.027 mg/m3, and the maximum STEL = 0.405mg/m3. OSHA’s PEL for total particulates is 15 mg/m3.
OSCs (Downie, Easton) were on site to oversee radiation survey and overall site activity. EPA Community Involvement Coordinator (Johnson) mobilized to the site to meet with OSCs for a status update on progress of removal activities at the Remacor site. EPA Johnson demobilized.

OSC Downie and Easton reviewed radiation survey data with ERT and NDT before they demobilized from the site. Initial review of data indicated that there maybe some migration of radioactivity through run-off from the site; however, the radioactivity on site did not appear to be spread through current site activities.

ERRS (Guardian) anticipates mobilization to the site on 4/23/07 to begin lab packing operations.

Intermet (generator) anticipates being on site with their subcontractor, NIAPRO, during the week of 4/23/07 to begin preparing their drums for shipment.
SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.
PADEP will reschedule the overflight in the near future.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.
