EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Magnesium generators, Meridian and Intermet, have subcontractors conducting work at the site. SPX Contech, from Portage, MI, is coordinating with EPA for removal of their magnesium materials. EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

Meridian’s subcontractor, URS, continued to repackage magnesium material from super sacks into drums. A total of 26 full-size super sacks were repackaged into 34 pallets of drums. URS sent out 1 truck load of drums using National Express, Shelbyville, TN as their carrier with the loads consigned to Magpro, Camden, TN. The load consisted of 52 pallets @ 4 drums a pallet with a estimated weight of 31,200 pounds.
Intermet’s contractor, NIAPRO, continued to inspect drums and change lids, repackage drums as needed and replace broken or damaged pallets. NIAPRO’s staging area is between Building 7 and Building 2 inside of gate 2 in the employee parking lot area.
OSC Downie and START cordoned off approximately 5,000 sq. ft. of the western section of Building 9. While walking thru the building OSC Downie witnessed a 5 foot section of the roof in the south west section of the building fall.
PADEP Hoffman arrived onsite to assist in management of site activities.
START attended daily safety meetings, assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.

Meridian’s subcontractor, URS, continued to repackage magnesium material from super sacks into drums. URS filled 45 pallets @ 4 drums per pallet using 28-full, 8-1/2, and 17 ¼ super sacks. URS began to clean the floor in the Deoxsulf building #2, an absorbent was spread over the oily spots and allowed to sit overnight.
Intermet’s contractor, NIAPRO, continued to inspect and stage truckloads of drums which are pending disposal. NIAPRO’s staging area between Building 7 and Building 2 inside of gate 2 has no room left to stage so they are staging in the dirt area beside Building 8.
OSC Downie and START observed a 4 foot section of the roof outside the door leading from the main office complex into Building #7 that looked like it was close to falling. OSC Downie contacted ERRS contractor (Guardian) who will address the problem when they arrive on 5/10/07. OSC Downie, PADEP Hoffman and START cordoned off the area until the problem can be addressed
PADEP Hoffman arrived onsite to assist in management and over site of activities. PADEP Hoffman also assisted START with identifying areas for sampling to begin 5/09/07.
START attended daily safety meetings, assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.
Meridian (generator) will continue to have their subcontractor, URS, repackage and dispose their magnesium material from the site. Meridian expects to be completed with this task no later than COB 5/11/07.
Intermet (generator) will continue to have their subcontractor, NIAPRO, inspect, segregate, and dispose of their magnesium material from the site.
SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.
ERRS contractor Guardian expects to be on site 5/10/07 to oversee the placement of site security cameras.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site. EPA will continue to coordinate with all local, state, and federal agencies.
