Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Magnesium generator, Intermet, has its subcontractor conducting work at the site.  The EPA has been in communication with American Iron & Metal about removal of their product in the near future.   ERRS contractor (Guardian) has completed video security installation and repairs of roof.  SPX Contech, from Portage, MI, is coordinating with EPA for removal of their magnesium materials.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

Intermet’s contractor, NIAPRO, continues to inspect drums and change lids, repackage drums as needed and replace broken or damaged pallets.  NIAPRO staged and re-banded 3 truckloads of pallets in preparation for shipping and has 14 truckloads of 34 pallets per load @ 4 drums per pallet ready to be shipped off site. NIAPRO moved its operation inside of Building 7 for the day due to inclement weather conditions.  NIAPRO also shipped 34 pallets off site with an estimated weight of 32,000 pounds.  The trucking company used was Speed Motor Express with the load consigned to Speed Global Services both located in Buffalo, NY.  

OSC Downie in conjunction with PADEP continues to control access to the site in addition to coordinating the activities of the various generators.  

PADEP Morettini mobilized to site to assist in oversight of activities on site.  PADEP Morettini demobilized.

START attended daily safety meeting, provided technical and administrative support, conducted written and photographic documentation, and monitored activities conducted on site.

Intermet’s contractor, NIAPRO, continued to inspect and stage truckloads of drums which are pending disposal.   NIAPRO shipped 34 pallets off site with an estimated weight of 32,500 pounds.  The trucking company was Speed Motor Express with the load consigned to Speed Global Services both located in Buffalo, NY.  .  

OSC Downie mobilized to site to conduct oversight and administration of activities.  

PADEP Holler mobilized to site to assist with oversight of activities.  

OSC Downie along with PADEP Holler used a hand held GT-11 Voltage Detector to determine if the electrical substations on site were active.  OSC Downie and PADEP Holler found 1 area between Building 2 and the Panella building where the lines may still be energized.  ERRS notified their subcontractor Warren Electric who will also be doing a walk through of substations.

OSC Downie and PADEP Holler demobilized.  

START attended daily safety meeting, provided technical and administrative support, conducted written and photographic documentation, and monitored activities conducted on site.

5/18/07
Intermet’s contractor, NIAPRO, continued to inspect and stage truckloads of drums which are pending disposal.   NIAPRO shipped 34 pallets off site but the truck had to return because the load was 10,000 pounds overweight.  NIAPRO removed 8 pallets from the truck and it cleared the scales with an approximate weight of 32,500.  The trucking company used was Speed Motor Express with the load consigned to Speed Global Services both located in Buffalo, NY.  A pallet of drums was dropped by NIAPRO when the pallet split in half.  A drum not from the pallet was damaged by forks from the forklift and leaked oil on the concrete and eventually into the soil.

PADEP Wozniak mobilized to site to assist with oversight of activities.  PADEP Wozniak demobilized.

START attended daily safety meeting, provided technical and administrative support, conducted written and photographic documentation, and monitored activities conducted on site.  START demobilized for the weekend.


Next Steps
Meridian (generator) will have their subcontractor, URS, remove their dumpster from site to go to landfill.

Intermet (generator) will continue to have their subcontractor, NIAPRO, inspect, segregate and dispose of their magnesium material from the site.

SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.

American Iron & Metal Company Inc. (AIM) expects to be on site the week of 5/21/07.  AIM will submit a workplan/health and safety Plan prior to mobilization to site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
