Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Magnesium generator, Intermet, was not on site this week but will resume transporting pallets off site the week of 6/04/07.  START is conducting sampling and using an Innov-x Alpha 4000 S for readings of soil.   SPX Contech, from Portage, MI, MJ Metals of Bridgeport, CT, and American Iron & Metal, located in Montreal, QU are all coordinating with EPA for removal of their magnesium materials.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

One employee from Labor Ready, Meridian’s contractor, placed the remainder of their super sacks in a roll off.  

PADEP Hoffman mobilized to site to assist in site overview and sampling.  

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  START also in conjunction with PADEP finished the 1st phase of 3 phases of gathering soil samples which will be prepared for XRF analysis.  

5/30/07
One person from Labor Ready was on site to ship off Meridian's scale.

Intermet’s leased rolloff was retrieved by the owner, Whiting Roll Off.

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  START continued to prepare samples for the XRF.  

5/31/07
Intermet’s contractor, NIAPRO, acquired a subcontractor, MHF, to research alternative packaging for drums that were too damaged to ship.  They were on site to see if they could design a super sack that would fit 4 drums on a pallet.

OSC Downie and PADEP Holler mobilized to site and researched locations in the town of West Pittsburgh where air monitors could be stationed.

PADEP’s Morettini, and Hoffman mobilized to site to assist with site operations, sampling, and researching monitoring well placement.

OSC Downie demobilized.

PADEP’s Holler, Morettini, and Hoffman demobilized.

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  START also sampled and researched areas for monitoring well placement.  

6/01/07
An email sent to OSC Downie by PADEP confirmed that air sampling installation will be  done on 6/6 and 6/7/07 by PA Bureau of Radiation Protection.

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  START also programmed XRF to continue sampling.

START demobilized for the weekend.  


Next Steps
Intermet’s (generator) subcontractor, NIAPRO, plans to be on site 6/6/07 to resume shipping pallets off site.

Meridian will have a subcontractor on site to remove their remaining empty pallets.  

American Iron & Metal plans to be mobilize to the site by 6/11/07 and submit their workplan/health and safety plan before beginning work on site.

SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
