Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Magnesium generator, Intermet, is back on site this week and will resume transporting pallets off site.  Magretech is looking at orphaned drums to see if they can use them in their operation.  START is conducting sampling and using an Innov-x Alpha 4000 S for readings of soil.   SPX Contech, from Portage, MI, MJ Metals of Bridgeport, CT, and American Iron & Metal, located in Montreal, QU are all coordinating with EPA for removal of their magnesium materials.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

NIAPRO, Intermets subcontractor weighed and segregated their pallets into truckloads that did not exceed weight limits for removal off site.  Intermets drums have sand and water mixed in with product.  The sand and water give excessive weight to the pallets and therefore have to be resegregated.  NIAPRO also shipped off two truckloads of material using Hazmat Environmental Group Inc., Buffalo, NY as their shipper with the load consigned to Magretech, Bellevue, OH.  The combined loads consisted of 232 pallets @ 4 drums per pallet with an approximate weight of 84,000 pounds.  

PADEP Merhity, Morettini, and Hoffman mobilized to site to assist in site overview and sampling by PADEP’ Radiation Protection Program.  PADEP’s Radiation Protection has five members of its team in town to set up High Volume Samplers.  The Staff consisted of PADEP’s Winston, Shearer, McElwain, Lewis, and Maieru.  The High Volume Air Samplers were equipped with a Germain particulate matter 45mm fiberglass filters for collection of samples.  High volume samplers will be started on Monday 6/11/07 and stopped on Friday evening 6/15/07.  Old filters will be taken out and replaced with a new filter and started the following Monday for another 5 day run.  The old filters will be sent to a lab for reading.  The sampling will be done over a two week period.  In all four High Volume Samplers were placed in various locations and 10 TLD badges.  

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.    

6/07/07
NIAPRO, Intermets subcontractor shipped off 2 trukloads of product and continued to weigh and segregate pallets.  The 2 truckloads were transported by Hazmat Environmental Group Inc., Buffalo, NY with the loads consigned to Magretech, Bellevue, OH.  The combined approximate weight of the loads are 85,050 pounds and consisted of 240 pallets@4 drums a pallet.    

PADEP’s Holler, Merhtly, Morettini, and Hoffman mobbed to site to find locations on the shoreline to place the remaining TLD badges. START assisted PADEP in the placement of the TLD badges.  

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  START completed running samples and downloaded readings to XL workbook.

6/08/07

Next Steps
Intermet’s  (generator) subcontractor, NIAPRO, plans to be off site for two weeks starting 6/11/07 and resume shipping pallets on the week of 6/25/07.

American Iron & Metal plans to mobilize to the site on 6/11/07 and has submitted their workplan/health and safety plan.

SPX Contech (generator) will submit a workplan/health and safety plan to EPA for the handling and removal of their drums from the site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
