Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Monitoring Wells have been installed to aide in accessing extent of contamination on site.  Winters Performance Products, Inc. is currently making plans to start repackaging and shipping its product off site.  MJ Metals of Bridgeport, CT, is coordinating with the EPA to be on site for drum identification and count.  To date 14 generators have removed, or are in various stages of planning in order to remove, their drums off site.  No further breeches of the site have been noted since State Police did a follow-up investigation and extra security measure were taken.    EPA and PADEP officials continue to control access to site in addition to coordinating the activities of the various generators.

EPA’s Rich Messier mobilized to site for site administration.

PADEP Hoffman mobilized to site to assist in oversight.  PADEP Hoffman and Start did a site walk through and security check.  PADEP Hoffman demobilized.

NIAPRO a subcontractor for SPX Contech, Hitchcock Industries Inc, and Product Technologies Inc mobilized to site to begin repackaging and shipping product off site.  NIAPRO shipped 2 truckloads of product off site with an estimated weight of 65,000 pounds.  The truckloads where form 2 separate generators 1truckload belonging to Hitchcock Industries Inc consisted of 14 pallets @ 8 drums per pallet with an estimated weight of 39,000 pounds it was transported by Hazmat Group Inc, Buffalo,NY and consigned to NIAPRO, Niagra Falls, NY.  The other truckload consisted of 12 cardboard containers with an estimated weight of 26,000 pounds the generator being Product Tech Inc with the load being transported by Dandy Services, Warrendale, PA and consigned to Magretech, Bellevue, OH.

Winter’s Performance Products Inc’s Vaughn Winter JR was on site to make arrangements with NIAPRO for the repackaging and removal of their product.

START mobilized to site and assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.

PADEP Morettini mobilized to site and assisted in oversight of all activities.  PADEP Morettini demobilized.

START attended a morning safety meeting held by NIAPRO.  NIAPRO a subcontractor for SPX Contech, Hitchcock Industries Inc, and Product Technologies Inc continued to repackage and ship product off site.  NIAPRO shipped 2 truckloads of product off site with a approximate weight of 81,000 pounds.  A load was consigned to NIAPRO, Niagara Falls NY and transported by Hazmat Group Inc, Buffalo, NY it consisted of 11 pallets @ 8 drums per pallet with an estimated weight of 38,000 pounds.  The 2nd load was consigned to Magretech, Bellevue, OH and transported by Hazmat Group Inc, it consisted of 14 pallets @ 4 drums per pallet.

Custom Pallet of  New Castle, PA dropped off pallets for NIAPRO that would hold 8 drums a piece inside a supersack designed by MHF.

EPA OSC’s Jack Downie and Marjorie Easton were on site to oversee site activities.  EPA’s Rich Messimer on site to oversee site administration.

START attended a morning safety meeting held by NIAPRO.  NIAPRO a subcontractor for SPX Contech, Hitchcock Industries Inc, and Product Technologies Inc continued to repackage and ship product off site. NIAPRO shipped 1 truckload of material for Garfield with an estimated weight of 43,000 pounds and consisted of 9 pallets @ 8 drums a pallet, the load was consigned to Magretech, Bellevue, OH and transported by Hazmat Environmental Group Inc, Buffalo NY.

American Iron & Metals subcontractor MHF shipped 1 truckload of material off site with an estimated weight of 38,000 pounds it the load consisted of 26 pallets @ 3 drums per pallet.  The load was consigned to Magpro, Camden, TN and transported by ATA trucking.

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  


8/30/07
EPA OSC’s Jack Downie and Marjorie Easton were on site to oversee site activities.  OSC Downie and Easton also met with Larry Johnson the Community Involvement Coordinator for the EPA.  Mr. Johnson was in town to be briefed on recent activities that have occured on site.

PADEP Morettini and Hoffman mobilized to site to assist in site overview and coordination of site activities.  PADEP Morettini and Hoffman demobilized.

START attended a morning safety meeting held by NIAPRO.  NIAPRO a subcontractor for SPX Contech, Hitchcock Industries Inc, and Product Technologies Inc continued to repackage and ship product off site.  NIAPRO Shipped 2 truckloads of material off site with an estimated combined weight of 78,000 pounds both loads belonged to Product Technologies Inc, Maple Lake, MN.  The 1st load was consigned to Magretech, Bellevue OH and transported by Dandy Trucking, Warrendale, PA it consisted of 27 pallets @ 4 drums a pallet 1 skid of scrap magnesium, 4 bags of scrap magnesium, and 1 skid of solid magnesium with an estimated weight of 36,000 pounds.  The 2nd load was consigned to NIAPRO, Niagara Falls, NY and transported by Hazmat Environmental Group, Buffalo NY the load consisted of 101 drums of material at an estimated weight of 42,000 pounds.

American Iron & Metals subcontractor MHF shipped 1 truckload of material off site with an estimated weight of 38,000 pounds it the load consisted of 4 pallets @ 8 drums per pallet and 12 pallets @ 4 drums per pallet.  The load was consigned to Magpro, Camden, TN and transported by Mid South Transport, Smyrna TN.

START attended a morning safety meeting held by NIAPRO.  NIAPRO a subcontractor for SPX Contech, Hitchcock Industries Inc, and Product Technologies Inc continued to repackage and ship product off site.  NIAPRO Shipped 2 truckloads of material off site with an estimated combined weight of 86,000 pounds both loads belonging to SPX Contech with the loads consigned to NIAPRO, Niagara Falls, NY.  Each load contained 12 pallets @ 8 drums a pallet both loads were transported by Hazmat Environmental Group, Buffalo, NY.

Next Steps
American Iron & Metal (AIM) will be shipping off two truckloads of their material every week until completion.    
Winters Performance Products Inc will begin repacking their product the week of  9/04/07 in preparation for shipping off site.

MJ Metals (generator) will make arrangements to be on site for identification of their drums.  MJ Metals will conduct this search along with the former Plant Manager of Remacor.  This will be done because of discrepancy in drum count on site.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
