EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Monitoring Wells have been installed to aide in accessing extent of contamination on site. Winters Performance Products, Inc. is currently making preparations to ship its product off site. MJ Metals of Bridgeport, CT, is coordinating with the EPA to be on site for drum identification and count. To date 16 generators have removed, or are in various stages of planning in order to remove, their drums off site. EPA’s ERRS contractor Guardian will begin maintaining a presence on site as of 10/3/07. EPA and PADEP officials continue to control access to site in addition to coordinating the activities of the various generators.

American Iron & Metals subcontractor Von Roll America, Inc. removed 5 pallets@8 drums/pallet, and 2 pallets@4 drums/pallet. The drums were shipped for incineration to their plant in Liverpool, OH. The estimated weight of the load was 15,000 pounds. Von Roll is the transporter as well as the consigner for the load.
Dan Irwin and Lisa Micco of New Castle News meet with EPA’s OSC Jack Downie and Community Involvement Coordinator Larry Johnson , PADEP’s Gary Wozniak, Gary Mechtly, and Freda Tarbell as well as Taylor Townships Dave Allegro for a 6 month follow-up on the progress at Remacor. The members of the press were given a site tour and updated on the amount of magnesium removed from site and the future activities planned.

EPA’s ERRS contractor Guardians Remedial manager continued to coordinate with OSC Downie on a plan of action for ERRS in the immediate future. Guardian also oversaw work being done by their subcontractor.

Product Technologies Inc. V.P. of Operations Jeff Rivers arrived on site with Scott Kobryn of NIAPRO to identify Product Technologies drums on site. After identifying their drums Mr. Rivers had a meeting with OSC Downie and Matlock, PADEP Hoffman, and START on the procedures of removal of product.
EPA’s OSC Jack Downie and Dennis Matlock maintained a presence on site for oversight of operations. OSC Downie and START examined aerial photos that were taken by Aeroshots, Jackson Center, PA on 9/20/07. The photos were approved by OSC Downie and a total of 32 pictures which were taken as overhead and oblige on a CD file in both JPEG and NEF Raw were turned over to the EPA. OSC Matlock demobilized.

At approximately 1915 hrs on 9/27/07 START received a call from the security guard at Remacor and was notified that an explosion had been heard on site and upon further investigation of the noise a fire was observed. Two drums were observed burning by the on site security guard from gate 1 south of Building 9. U.S. Security immediately notified 911, START, ERRS, and OSC Downie. START arrived on site at approximately 1923 hrs and made contact with the Fire Department and was briefed on their plan of action. Dave Allegro the Fire Chief informed START that all material surrounding the 2 pallets on fire would have to be moved before they could be affected by the heat. The 2 pallets which were on fire would then be moved further away from Building 9 and close to the open field south of Building 9 and allowed to burn. Two forklifts on site were used to remove the pallets surrounding the burning pallets. The remaining pallets of drums at this location were also moved further from Building 9. The Fire Department checked the remaining drums for excessive heat and once they were satisfied that none of the remaining drums posed a threat they observed the drums for another 45 minutes before leaving the site. START briefed the OSC on the events that had occurred and assisted the guard in securing the site before leaving.
9/28/07
American Iron & Metals subcontractor Von Roll America, Inc. did not remove any drums due to equipment failure at their plant.
MHF’s Tim Doutt assisted START in segregating the remainder of the pallets in the area of the fire which occurred on 9/27/07. Approximately 25 pallets were restaged with 10feet of distance between each pallet in case of another reaction.
START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site. START demobilized for the weekend.
American Iron & Metal (AIM) plans to ship 3 loads a week to Von Roll WTI for incineration.
Intermet is making plans to resume shipping their product off site.
MJ Metals (generator) will make arrangements to be on site for identification of their drums. MJ Metals will conduct this search along with the former Plant Manager of Remacor. This will be done because of discrepancy in drum count on site.
EPA’s ERRS contractor Guardian plans to mobilize to site on 10/03/07.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site. EPA will continue to coordinate with all local, state, and federal agencies.
