Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Monitoring Wells have been installed to aide in accessing extent of contamination on site.  Winters Performance Products, Inc. is currently making preparations to ship its product off site.  MJ Metals of Bridgeport, CT, is coordinating with the EPA to be on site for drum identification and count.  To date 16 generators have removed, or are in various stages of planning in order to remove, their material off site.  EPA’s ERRS contractor Guardian mobilized to site and will be maintaining a presence on site.  EPA and PADEP officials continue to control access to site in addition to coordinating the activities of the various generators.

AIM’s subcontractor MHF loaded 1 truckload of material which consisted of 5 pallets @ 8 drums/pallet with an estimated weight of 7,000 pounds.  The load was transported by and consigned to Von Roll America INC of East Liverpool, OH.  

EPA’s OSC Marjorie Easton was on site for oversight of all activities being conducted.  

EPA’s ERRS contractor Guardian Environmental Services continued to prep areas where they will be working.  Guardian removed debris, trimmed grass in work areas, and removed a RAD drum from the area of the burn pile.  ERRS removed all reacted material that could be removed from reaction pit.  ERRS is waiting for their excavator to remove material that has hardened at the bottom of the reaction pond.

START was contacted by Mathieu Germain of American Iron & Metal (AIM) a PRP on site about AIM’s plans of removing material while Von Roll America is in outage.  AIM will resume shipping material to Magpro, Camden TN.  

START assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  START demobilized for the weekend.

EPA’s ERRS contractor Guardian Environmental Services continued finished prepping the areas they will begin working in during the first phase.  ERRS excavator arrived on site.  ERRS also had bidders on site for the removal of the RAD pile.  ERRS had 4 companies on site that will be putting together proposals for the eradication of RAD pile.

START had a consultant on site to help identify pallets of material that the tags were worn and illegible.  START’s  consultant will also help to identify areas of concern and orphaned drums as well as any health and safety risk that may be on site.  STARTs consultant has 35 years of experience at Remacor with 3 of those years as the Plant Manager.  

START mobilized to site and assisted as needed, conducted written and photographic documentation, and monitored activities conducted on site.  



Next Steps
American Iron & Metal (AIM) will not be shipping material to Von Roll America for 2 weeks starting on 10/14/07.  Von Roll America will be down for outage replacing bricks in their furnace, it is a planned outage.  AIM expects to resume shipping material to Magpro, Camden, TN

Intermet is making plans to resume shipping their product off site.

Winter Performance Products, Inc plans to start removing their material the first week of November 2007.

MJ Metals (generator) is making arrangements to start removing their product in November, 2007.  

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.


Key Issues
On the south side of Building #9, non-vented drums have been segregated due to reactions occurring during heavy rainfall.
