Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site.  Intermet has suspended shipping material until the week of 01/07/08.  SPX Contech will be repackaging its material in preparation foe off-site shipment.  

EPA’s ERRS contractor Guardian Environmental Services, Inc. (GES) has completed removing the burn piles from Slab #3.  ERRS plans to continue sifting piles segregated from the burn pile and reacting material when it returns to the Site on 1/07/08.    PADEP is providing technical and oversight support at the site.  EPA START contractor TechLaw is providing technical and administrative support to EPA as well as doing a full site assessment.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

EPA’s OSC Marjorie Easton was on site for oversight and site control.  OSC Easton demobilized.  EPA Senior Site Administrative Officer Rich Messimer mobilized to site to oversee site logistics and administration.

PADEP Mariruth Hoffman mobilized to site to assist in oversight of operations.  PADEP Hoffman demobilized.  

A morning safety meeting was held by EPA, ERRS contractor Guardian Environmental Services, Inc.  ERRS continued to remove debris and drums from the burn pile. To date ERRS has reacted and staged 15 piles of reacted material and debris each pile is approximately 250 tons. The ERRS Chemist was on site to sample Rad drums for disposal. The ERRS subcontractor contractor was on site to work on security cameras.

START took assessment supplies to Wheeling office and uploaded GPS data to the site files.  

12/19/03
START attended morning safety meeting held by EPA, ERRS contractor Guardian Environmental Services, Inc.  ERRS continues to clean slab #3 of burn debris.  ERRS also is sifting and reacting material from the burn pile.  ERRS Chemist completed sampling RAD drums located in DeOxSulf building for disposal and will be shipping samples to the off-sitenlab. The ERRS subcontractor continued to work on security cameras.

START continues to assist the EPA as needed, conduct written/photographic documentation, and monitor activities conducted on site.

12/20/03
EPA’s Senior Site Administrative Officer Rich Messimer mobilized to site to oversee site logistics and administration.  EPA’s Rich Messimer demobilized.

PADEP Mariruth Hoffman mobilized to site and assisted in oversight of activities.  PADEP Hoffman also shutdown High Volume Samplers for the 2 weeks that ERRS will be off site, they will be started on 1/07/08 when ERRS resumes work.   PADEP Hoffman demobilized.

START attended morning safety meeting held by EPA, ERRS contractor Guardian Environmental Services, Inc.  ERRS completed the cleanup of slab #3 and will continue after the holiday break to segregate bricks from the dirt piles located on slab #3.  ERRS cleaned and staged their equipment for the 2 weeks that they will not be on site over the holidays.  

START continues to assist the EPA as needed, conduct written/photographic documentation, and monitor activities conducted on site.  START demobilized from site until 1/07/08.


Next Steps
Intermet plans to resume shipping its material on or about the week of 01/07/08.

SPX Contech has been in contact with MHF its contractor and is making plans to repack and ship its material.

ERRS plans to demobilize and be off site until 1/07/08 when they will resume work.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.


Key Issues
Drums that have magnesium fines are not vented and pose a threat of combustion.  One drum has already exploded and caught fire.   Efforts are underway to stabilize these drums that are staged on the truck-scale slab at the site.
