EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Intermet will be on site to begin shipping material the 3rd week of April. SPX Contech will be repackaging the remainder of its material in preparation to ship it off site when weather will allow. Hitchcock Industries contacted the EPA and plans to start repacking and shipping its product the 3rd week of April.
EPA’s ERRS contractor Guardian Environmental Services, Inc. (GES) has completed reacting drums and sacks of lime mag Building #2 and from Building #8. ERRS also completed reacting drum group 14 and 23 staged outside and marked as residual waste. ERRS is now reacting drums staged in Building #9 marked as residual waste. PADEP is providing technical and oversight support at the site. EPA START contractor TechLaw is providing technical and administrative support to the EPA. EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities, areas of concern / safety issues associated with the day’s activities. ERRS continued reacting material from Building #9 marked as residual waste. To date ERRS has reacted 1,530 drums of residual waste.

EPA OSC Jack Downie was on site for oversight of activities and site entrance.
PADEP Mariruth Hoffman mobilized to site and assisted the EPA in oversight of activities. PADEP Hoffman and START at the request of OSC Jack Downie sampled 3 drums removed from Building #9. PADEP Hoffmans brief is as follows: All three samples were analyzed by IR spectrometry. The first sample collected appeared to be fine gray/white powder. An absolute positive identification could not be made but based on Aldrich standard library, the material could possibly be mag-lime. The spectra showed peaks consistent with magnesium and calcium compounds. The second sample appeared to be fine gray powder with a drum tag that read CaAl. This sample like the first did not yield an exact match with the Aldrich standard library but did show peaks that were consistent with calcium and aluminum compounds. No peaks were observed that indicated the presence of magnesium or magnesium compounds. The contents of the third and final drum sampled also appeared to be a fine gray powder that had a metallic shine. This sample like the others did not yield an exact match with the Aldrich standard library but did show peaks that were consistent with calcium and aluminum compounds. No peaks were observed that indicated the presence of magnesium or magnesium compounds. All samples were observed to evolve bubbles when exposed to acetone while cleaning the sample platform on the instrument. The samples were done so that the ERRS contractor has some idea of the material being reacted. PADEP Hoffman demobilized.

ERRS continues to react material from Building #9 in the reaction pit. Each drum removed from Building #2 is moved to a staging area near the reaction pit where the contents are examined to make sure no metals are present. Metals change the composition of the reacted piles and have to be addressed separately from residual waste piles. To date ERRS has reacted 1521 residual waste drums.

MHF who will be contracting for Hitchcock, Intermet, and SPX Contech plans to be on site the 3rd week of April to resume shipping material off site.
No PRP activity is presently occurring on site. PRP removal action has been suspended until the middle of April.
National Machine Company has submitted a work/safety plan to the EPA and plans to begin work the week of 4/14/08.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site. EPA will continue to coordinate with all local, state, and federal agencies.
