EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Magnesium generators, who previously supplied Remacor with recyclable magnesium and magnesium alloys, are removing their materials from the site. Hitchcock Industries has shipped material belonging to Consolidated Foundries and Teledyne off site. There are no plans at this time to ship Hitchcock material. SPX Contech has been on site and identified the remainder of its material. Intermet is making plans to resume shipping of their material. Product Technology is making plans to ship their material off site.
EPA’s ERRS continues to organize, clean and secure the site. PADEP is providing technical and oversight support at the site. EPA START contractor TechLaw is providing technical and administrative support to the EPA. EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

START attended the morning safety meeting held by MHF who is contracting to various generators. MHF shipped 2 truckloads of material belonging to Consolidated Precision Products. The estimated total weight of the 2 loads was 60,000 pounds. The loads were consigned to Magpro, Camden, TN and transported by Triad Transport Inc, McAlester, OK. MHF also installed pressure relief valve lids on drums belonging to Product Technology.
EPA OSC Jack Downie was on site for oversight of activities.
Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities, areas of concern / safety issues associated with the day’s activities. ERRS cleaned a holding tank located under ground west of Building #8. The tank was full of a grayish material and tested positive for organocs that were not readily identifiable. A sample of the material and the liquid were taken so that PADEP Mariruth Hoffman could run the sample on the IR 4/30/08. ERRS cleaned out the tank and put the material in the reaction pit to ensure it was stabilized.
START assisted as needed and conducted written/photographic documentation.

START attended the morning safety meeting held by MHF who is contracting to various magnesium generators. MHF continues to install pressure venting lids on drums belonging to Product Technology. MHF is also setting up to start work for other magnesium generators.
Reliant Energy’s contractor Nelson Tree Services was on site removing trees that are in close proximity to the power plant's high voltage cross country transmission lines. They plan to be on site for the next week or two removing trees and brush.
EPA OSC Jack Downie was on site to over see activities. EPA OSC Debbie Lindsey mobilized to site to meet with OSC Downie. OSC Lindsey demobilized.
PADEP Gary Wozniak, Emergency Response Program Manager Northwest Field Operations, mobilized to site to meet with OSC Downie. PADEP Wozniak demobilized. PADEP Mariruth Hoffman mobilized to site and assisted the EPA in oversight. Mariruth Hoffman ran the samples taken from the under ground holding tank. The preliminary findings are as follows: The first sample analyzed by IR was the light gray fine powder that was found on the bottom of the tank. The sample was first dried before analysis. Based on the Aldrich Standard library, the material could possibly be a mixture of calcium carbide with magnesium oxide. The material reacted vigorously when exposed to acetone when cleaning the sample platform of the instrument. The liquid that was on top of the gray material was also analyzed. It had a strong organic odor. Based on pH strip the pH of the liquid was between 10 and 11. Based on the Aldrich Standard library the liquid could possibly be kerosene in water with trace amounts of magnesium oxide and calcium carbide. Magnesium oxide or calcium carbide in water would exhibit the high pH observed.

ERRS put a fence to block access through the 120 foot long opening on the souyh side of Building #9. ERRS also fixed the overhead door in Building #9 so that the building could be even more secure. Copper thieves may have used these access points to enter building #9 in the past. Intrusion alarms, flood lighting and video camera's have proven to be effective. The additional measures will make the building more secure.

SPX Contech has plans to ship the remainder of their material in the near future.
Intermet is making plans to resume shipping their material.
ERRS plans to begin shipping the 250-ton waste piles off site by the week of 5/19/08.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of their material from the site. EPA will continue to coordinate with all local, state, and federal agencies.
