EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials. Lavigne Manufacturing Inc is making plans to remove its material off site. The EPA is making plans to repackage material to make it stable and accessible for the remainder of the generators who wish to remove their material.
EPA’s ERRS is preparing to repackage the remainder of drums on site. PADEP is providing technical and oversight support at the site. EPA START contractor TechLaw is providing technical and administrative support to the EPA. EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities. ERRS began repackaging some of the estimated 3,000 drums remaining on site. All 3,000 drums have to be repackaged into DOT shippable drums in order to be shipped off site for future disposal. Once the drums are repackaged they will be stored in Building #2, #8, #7, and #9 to keep them out of the weather and protect the vent valves. ERRS repackaged approximately 50 drums for the day.

David Lavigne President of Lavigne Manufacturing Inc visited the site to identify material that he could be removed and equal the amount that had been shipped to the site by Lavigne Manufacturing. Mr. Lavigne will be making contact with contractors to arrange the removal of material.
Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities. ERRS continued repackaging material from non-DOT shippable drums into 55-gallon vented DOT shippable drums. ERRS repackaged 60 drums for the day. A sample from the RAD material was taken by ERRS and upon their request was analyzed by PADEP Hoffman the results are as follows; One sample collected by GES of the treated rad material was analyzed by IR spectroscopy. An exact composition of the material could not be determined. Based on the obtained spectra compared with the Aldrich standard library, the material was found to contain calcium carbide. Acetylene, produced by the reaction of calcium carbide with water, could be detected upon the opening of the sample container.
START assisted the EPA as needed and conducted written/photographic documentation.
Lavigne Manufacturing is making plans to remove magnesium material off site.
EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of magnesium material from the site. EPA will continue to coordinate with all local, state, and federal agencies.
While cleaning and rearranging material in Building #9 ERRS came across 5-1 pint cans. Upon further investigation of the cans they were observed to have plastic bags which were submerged in oil. The bags held approximately 3-5 pounds each of what is believed to be Lanthanum which is often submerged in oil in air tight packages to keep air and moisture from making contact with the material. Lanthanum is the most reactive of the rare-earth metals and oxidizes rapidly when exposed to air.
