Site Description
EPA is continuing emergency removal actions at this site during the repackaging, transportation, and removal of flammable magnesium materials.  Lavigne Manufacturing Inc is making plans to remove its material off site.  The EPA is making plans to repackage material to make it stable and accessible for the remainder of the generators who wish to remove their material.      

ERRS is repackaging the remainder of drums on site. PADEP is providing technical and oversight support at the site. EPA START contractor TechLaw is providing technical and administrative support to the EPA.  EPA and PADEP officials continue to control access to the site in addition to coordinating the activities of the various generators.

USEPA OSC Jack Downie mobilized to site for oversight of activities.

USEPA Senior Site Administrative Officer of the Removal Program Rich Messimer mobilized to site for administrative oversight.  Rich Messimer demobilized.

PADEP Mariruth Hoffman mobilized to site and assisted the EPA in oversight of activities.  PADEP Hoffman demobilized.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities. ERRS continues to repackage drums of magnesium to be shipped off site at a later date.  ERRS repackaged 67 drums.  ERRS had a man-lift delivered to the site for to remove roof failure areas in building 7.  ERRS and the OSC also checked out a roof area equipment room that is only accessible using the man-lift. No hazardous materials were observed. ERRS shipped 1 truckload of material. The load consisted of 22 pallets (88 drums) with an estimated weight of 35,200 pounds.  The load was consigned to Heritage WTI, Liverpool, OH and was transported by St. Joseph Motor Lines, Clearfield, PA.

START assisted as needed and conducted written/photographic documentation.

PADEP Mariruth Hoffman mobilized to site and assisted the EPA in oversight of activities.  PADEP Hoffman demobilized.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities.  ERRS removed debris from the ceiling in Building #7 using a rented Man-Lift.  ERRS visually inspected the room located in Building #7 which was accessible only by using the Man-Lift rented by ERRS.  ERRS found no hazardous material in the equipment room.  ERRS shipped 1 truckload of material off site.  The load consisted of 18 pallets (72 drums) with an estimated weight of 43,200 pounds.  The load was consigned to Heritage WTI, Liverpool, OH and was transported by St. Joseph Motor Lines, Clearfield, PA.  ERRS continued repackaging drums and packaged 58 drums for the day.
  
START assisted the EPA as needed and conducted written/photographic documentation.

07/23/08

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental, Inc held its morning safety meeting and discussed the days planned activities.  ERRS continued repackaging material from non-DOT shippable drums into 55-gallon vented DOT shippable drums.  ERRS repackaged 66 drums for the day as well maintenance on all equipment.  
  
START mobilized to site assisted the EPA as needed and conducted written/photographic documentation.  START demobilized.        


Next Steps
Lavigne Manufacturing is making plans to remove its material off site.

ERRS will demobilize on 7/25/08 and mobilize on 7/28/08.

EPA will continue to coordinate with magnesium waste generators for the safe and appropriate removal of the material from the site.  EPA will continue to coordinate with all local, state, and federal agencies.
