Site Description
EPA continues its emergency removal action at this site which currently involves the repackaging, transportation, and removal of flammable magnesium materials. EPA continues to implement repackaging and plan staging of the materials which will increase the material's stability as well as make it accessible for disposal from site or retrieval by the initial generators.      

EPA’s ERRS contractor is repackaging the remainder of deteriorated drums on site. PADEP is overseeing site activities for the state and providing support. EPA START contractor TechLaw is providing technical and administrative support to the EPA.  EPA and PADEP officials continue to control access to the site as well as coordinate activities with the various generators.

USEPA OSC Jack Downie mobilized to site to oversee operations.

USEPA Removal Program Senior Site Administrative Officer (SSAO), R. Messimer, mobilized to the site for administrative oversight.  SSAO demobilized by C.O.B.

PADEP representative M. Hoffman mobilized to the site and assisted EPA with oversight.  PADEP representative D. McElwain mobilized to the site and removed two air sampling units.  PADEP personnel demobilized.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental Services, Inc. held its morning safety meeting and discussed the days planned activities. ERRS continued repackaging drums. ERRS repackaged 104 drums.  ERRS did weekly maintenance on equipment and cleaned work areas.  

START mobilized to the site and assisted the OSC as needed.  START conducted contractor monitoring, drum inventory, and written and photographic documentation.

08/26/08
ERRS (GES) held its morning safety meeting and discussed the days planned activities. ERRS repackaged 80 drums throughout the day.  ERRS did weekly maintenance on equipment and cleaned work areas.

USEPA OSC Jack Downie was on site to oversee operations.  OSC demobilized.

START conducted contractor monitoring, drum inventory, and written and photographic documentation.

08/27/08
ERRS (GES) held its morning safety meeting and discussed the days planned activities. ERRS repackaged 70  drums throughout the day and inspected the contents of two silo’s near building 2.  ERRS did weekly maintenance on equipment and cleaned work areas.

START conducted contractor monitoring, drum inventory, and written and photographic documentation.

08/28/08
ERRS (GES) held its morning safety meeting and discussed the days planned activities. ERRS repackaged 41  drums throughout the day.  ERRS prepared the site and stood-down from operations due to upcoming holiday weekend.
START conducted a thermal image survey of the drums staged in building 2 to identify hot-spots resulting from magnesium reactions.   ERRS removed two pallets from the building as a precautionary measure.  START conducted contractor monitoring and written and photographic documentation. START demobilized.

08/29/08
ERRS (GES) demobilized from the site.


Next Steps
ERRS will return to the New Castle, PA area on 09/02/08.  Site activities are scheduled to start back up on 09/03/08 following the holiday weekend. ERRS will continue repackaging magnesium waste from corroded drums into new DOT approved vented drums. ERRS will also continue to arrange for off-site treatment and disposal of hazardous waste materials in building 9.
