EPA has been performing an emergency removal action at this site which has primarily involved the stabilization, repackaging, transportation, and removal of hazardous magnesium materials and other solid wastes from the facility. EPA completed repackaging abandoned magnesium materials that have been stored in drums that have succumbed to varying degrees of corrosion. The repackaged materials are staged inside site buildings pending removal from the site. Areas of the site including open pad areas, low areas and drainage ways are being cleared of residual wastes that had spilled when the facility was operating. Recycling and disposal options continue to be investigated for the repackaged materials. Lime has been removed from eight large vertical vats that are located on the west and south side of building 2, at the north-west corner of the property. The lime has been neutralized and shipped off site for disposal. PADEP is overseeing site activities for the state and providing support. EPA START contractor TechLaw is providing technical and administrative support to the EPA. EPA and PADEP officials continue to control access to the site as well as coordinate activities with the various generators and disposal contractors.

Emergency and Rapid Response Services (ERRS) contractor Guardian Environmental Services, Inc. held its morning safety meeting and discussed the days planned activities. ERRS loaded reacted lime waste material into roll-off boxes. The material was hauled to the BFI Carbon Limestone Landfill located in Lowellville, Ohio. It was transported by John Brown Trucking Co. Four loads weighing approximately twenty-two tons each were hauled offsite today. ERRS took one drum from each grouping of magnesium drums located in building 2, and opened it to be used as a representation of the particular lot it was grouped in. The drums are separated into groupings according to PRP generator and the various stages of processing they were found to be in when they were repackaged by ERRS. (i.e. powder, shavings, chips, etc.).The drums are scheduled to be examined by contractors bidding for the opportunity to assist EPA in the offsite disposal/recycling of the drums. START mobilized to the site and provided the OSC with technical and administrative assistance, conducted contractor monitoring, drum inspection, disposal tracking and written and photographic documentation.

Contractors bidding on the opportunity to assist EPA in the disposal/recycling of the magnesium drums were on site today to examine the material in each of the drum groupings. The companies represented were Garfield Alloy, Clean Harbor, Capitol, and NIAPRO. After the representatives departed, ERRS began replacing the lids on the open drums and placing the drums back in their proper place within their groupings.
START provided the OSC with technical and administrative assistance, conducted contractor monitoring, disposal tracking and written and photographic documentation.
PADEP Representative Mary Hoffman mobilized to site to assist with oversight. PADEP and START conducted a visual inspection on the inside of buildings two, seven and nine. An inspection around the perimeter of the site was also performed.

ERRS completed the task of loading reacted lime waste material into roll-off boxes. The material was hauled to the BFI Carbon Limestone Landfill located in Lowellville, Ohio. It was transported by John Brown Trucking Co. Five loads weighing approximately twenty-two tons each were hauled offsite today.
ERRS removed two trees that had fallen on the chain link fence on the east side of the property near the south-east corner. A section of fence was crushed. ERRS repaired the damaged section of fence.
START provided the OSC with technical and administrative assistance, conducted contractor monitoring, disposal tracking and written and photographic documentation. START conducted a visual inspection and used an IR heat detector to examine the magnesium drums that remain in building 2.

ERRS completed cleaning and packing equipment to be demobilized back to their home office.
Site cleanup activities were also completed before demobilization.
ERRS will arrange for transportation of the drummed magnesium material to an off-site disposal or recycling facility. ERRS will also continue to arrange for off-site treatment and disposal of hazardous waste materials in building 9. Disposal will be arranged for the remaining low level radioactive drums located in building 7. ERRS will be demobilized during the week of October 20, 2008. Security services will continue to be provided 24/7. Site inspections and walk-throughs will be conducted periodically by EPA and PADEP representatives during the demobilization period.
