1.1.1 Incident Category

1.1.2 Site Description

The building on-site was built as a dry cleaning facility in 1954. The dry cleaning operation has changed owners numerous times since initial construction and is currently operated as Sterling Cleaners. The property is immediately bordered on the west and north by residences. Commercial facilities are located across the street to the east and south.


1.1.2.1 Location

The Sterling Cleaners Site (Site) is located at 304 W. Wisconsin Avenue in Appleton, Outagamie County, Wisconsin.


1.1.2.2 Description of Threat

Historic dumping of PCE at the Site has resulted in significant soil contamination. The PCE migrated through the soils into the groundwater and traveled offsite, resulting in vapor intrusion at neighboring properties.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In March and August, 2010, U.S. EPA conducted site assessment activities. PCE was detected by U.S. EPA at levels 1,000 times greater than the Preliminary Remediation Goal in soils on Site, 7,500 times greater than the MCL in groundwater, and three times above the action level recommended by the WI Department of Health in the indoor air of neighboring properties.



2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

EPA, ERRS (ER), and START (Weston) mobilized to the Site on September 22, 2010.  The Site was prepped the afternoon of September 22, 2010 and excavation of contaminated soils commenced on September 23, 2010. Site work was limited on September 23, 2010 due to severe inclement weather.

2.1.2 Response Actions to Date
  • Excavation area secured with fencing
  • Demo and removal of the non-hazardous concrete slab 
  • Excavation of contaminated soil initiated
  • Hand digging to locate underground utilities
  • Covering of excavation area overnight and during inclement weather conditions
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Enforcement team continues to evaluate financial viability of PRPs.

  2.2 Planning Section
   

2.2.1 Anticipated Activities

In addition to Planned Activities listed in Secton 2.2.1.1, in situ treatment of remaining contaminated soil if it is not possible to remove all contaminated soil due to underground utility locations.

2.2.1.1 Planned Site Activities

  • Excavate and dispose of PCE contaminated soil
  • Conduct perimeter air monitoring during excavation activities
  • Continuously cover and secure the excavated area with poly at COB
  • Restore excavated area (backfill, concrete, grass seed)
  • Install sub-slab depressurization vabor abatement system at impacted neighboring property
  • Conduct additional sampling at potentially impacted properties

 

2.2.1.2 Next Steps

Continue with current and planned site activities.

2.2.2 Issues

Underground gas and fiber optic lines are located in and around contaminated area; overhead lines limit equipment that can be used on site.  All utility lines in the area are significant safety concerns. Site is very small resulting in logistical issues.
