1.1.1 Incident Category

1.1.2 Site Description

The building on-site was built as a dry cleaning facility in 1954. The dry cleaning operation has changed owners numerous times since initial construction and is currently operated as Sterling Cleaners. The property is immediately bordered on the west and north by residences. Commercial facilities are located across the street to the east and south.


1.1.2.1 Location

The Sterling Cleaners Site (Site) is located at 304 W. Wisconsin Avenue in Appleton, Outagamie County, Wisconsin.


1.1.2.2 Description of Threat

Historic dumping of PCE at the Site has resulted in significant soil contamination. The PCE migrated through the soils into the groundwater and traveled offsite, resulting in vapor intrusion at neighboring properties.

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

In March and August, 2010, U.S. EPA conducted site assessment activities. PCE was detected by U.S. EPA at levels 1,000 times greater than the Preliminary Remediation Goal in soils on Site, 7,500 times greater than the MCL in groundwater, and three times above the action level recommended by the WI Department of Health in the indoor air of neighboring properties.



2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative

EPA, ERRS (ER), and START (Weston) mobilized to the Site on September 22, 2010.  The Site was prepped the afternoon of September 22, 2010 and excavation of contaminated soils occurred from September 23-29, 2010.  In-situ treatment material was applied on September 29, 2010. Restoration activities were completed on October 13, 2010.

2.1.2 Response Actions to Date
  • Excavation area secured with fencing
  • Demo and removal of the non-hazardous concrete slab 
  • Excavation of ~150 Tons of PCE contaminated soil
  • Hand digging to locate underground utilities
  • Continuous perimeter air monitoring conducted during excavation activities
  • Application of in-situ treatment (HRC-X)
  • Installation of a Sub-Slab Depressurization System (SSDS) at neighboring residence
  • Restoration of the excavation area 
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)

Enforcement team continues to evaluate financial viability of PRPs.

  2.2 Planning Section
   

2.2.1 Anticipated Activities

Results of full column air sampling at a neighboring residence are still pending.  Based on these results, installation of an additional SSDS may be required.  Performance sampling of all SSDS installed at neighboring properties will be conducted 30 days and 90 days after installation.  Performance sampling of in-situ treatment anticipated in the Spring.  Based on results, additional treatment may be applied to utility corridor.
