2.1.1 Narrative
2.1.2 Response Actions to Date
EPA continues oversight of response activities with the VIDPNR, VIDOH. Two members of the USCG Atlantic Strike Team (AST) continue to assist EPA in oversight of HOVENSA operations. HOVENSA continues its efforts in conducting the following activities:
- further assessment of the impact zone;
- disconnection of potentially impacted cisterns;
- cleaning of roofs and other structures/surfaces as required;
- reconnection of cisterns upon completion of roof cleaning;
- issuance of car vouchers for cleaning of impacted vehicles;
- drinking water distribution; and
- continuation of public outreach.

Dwayne Harrington (OSC) took over field oversight responsibilities as 12/18/10. Cris D'Onofrio remains the OSC of record.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
The potentially responsible party (PRP) is HOVENSA. EPA issued a Field Notice of Federal Interest to HOVENSA on 12/15/10 to inform them of the intent for cost recovery.
2.1.4 Progress Metrics
EPA cistern confirmatory samples were shipped to ERT/SERAS for analysis; HOVENSA samples were shipped to Louisiana State University (LSU) for analysis; results expected on or around January 4, 2011.
To date, the following work has been reported:
341 residences contacted in and near impact zone.
290 roofs inspected to date; 224 confirmed impacted; 221 cleaned and 3 remain to be cleaned.
164 of 179 downspouts reconnected; 11 residents have refused reconnection.
23 roof coatings required; 8 roof coatings completed and 15 roofs remain to be coated.
4 cisterns cleaned; the 4 cisterns were required to be cleaned due to the impact from roof cleaning run-off.
7,337 gallons of water were distributed at established sites (Animal Shelter and the Original Pentecostal Church). 510 gallons of water distributed today.
117 calls received at the call center to date – no new calls today.
198 car wash vouchers have been distributed; 96 cars cleaned.

Evaluate the cistern water sample analytical results and determine the requirement and if necessary the scope of cistern cleaning operations.
2.2.1.1 Planned Response Activities
Unified Command is developing a plan to identify triggers for transition to a Project Team for cistern cleaning if needed. A plan was submitted for demobilization of water distribution sites.
