2.1.2 Response Actions to Date
EPA completed oversight of response activities with the VIDPNR, VIDOH as of 2/24/2011. HOVENSA completed the following work related to the response:
- Residences contacted in and near impact zone: 344
- Roofs Inspected: 293
- Confirmed impacted: 227
- Roofs cleaned or addressed through claims: 226
- Roof coatings required and addressed through re-coating/claims: 25;
- Cistern disconnections 186: 174 reconnected upon completion of roof cleaning; 12 refused reconnection;
- Car Vouchers issued: 218;
- Estimated total of drinking water distributed: 48,000 gallons (33,000 from the distribution centers and 15,000 directly into cisterns).
Analytical results from cistern sampling indicated that cisterns were not impacted by the DCU Coker release. EPA oversaw the collection and analysis of 39 representative samples collected by HOVENSA; EPA collected 24 splits from the 39 total samples. Samples were analyzed for fingerprint analysis, total petroleum hydrocarbons and polyaromatic hydrocarbons. EPA ERT reviewed HOVENSA and EPA data to confirm that analytical results were negative for the fingerprinted materials. No further action was required based on the ERT data review.
EPA conducted a public outreach effort between 2/11/2011 and 2/24/2011 with the assistance of the USCG AST, VI DPNR and VI DOH personnel. Fact sheets were distributed door to door to communicate the analytical results, the EPA oversight effort and the expected health effects related to the release.

The potentially responsible party (PRP) is HOVENSA. EPA issued a Field Notice of Federal Interest to HOVENSA on 12/15/10 to inform them of the intent for cost recovery.
