1.1.1 Incident Category
CERCLA incident category: U.S. EPA is providing bottled water to residents that have impacted groundwater to residential wells.  US EPA is conducting investigation to determine the source of the contamination.

1.1.2 Site Description
A mixed rural, residential  and industrial area with 4 private residents that have had levels of benzene at or near the drinking water standard.  These residents have been placed on bottled water temporily. 
U.S. EPA has begun an investigation to determine the source of the ground water contamination.  A full investigation will be conducted in the early summer of 2012 to determine where the source of the contamination is and identify a PRP.
Vapor Intrusion sampling will be conducted in the homes that are showing benzene contamination in the drinking water.
Additional residents will be sampled in the Wedron area as needed.
1.1.2.1 Location
Privately owned residential homes in Wedron, LaSalle, IL.  The Wedron Silica Plant has sampled three of their wells that are owned by the company.
1.1.2.2 Description of Threat
The chemical constituents that have been identified include: Benzene, Ethyl Benzene and Toluene and napthalene. 
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
U.S. EPA was referred this ground water contamination site by IEPA Bruce Everetts in December of 2011.
Two homes had previously been identified in a sampling effort by IEPA and IDPH in November 10, 2011.
Four homes to date have been identified as having benzene levels at or near the drinking water standard and the residents have bottled water being provided by USEPA. 
USEPA has searched past records, interviewed witnesses and residents and has identifed multiple potential sources of the contamination.  A full scale ground water investigation will be conducted in the Summer of 2012 to determine the source of the contamination and identify a PRP.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
U.S. EPA and START collected two private well samples on December 14, 2012 at the referal locations. 
The samples both came back with levels of Benzene over the Maximum Concentration level (MCL) which is also the Removal action level.  These two residents are currenty being provided bottled water.  U.S. EPA and START collected two additional private well samples on Jan 30, 2012.  U.S EPA, START and LaSalle County Health Department collected 6 residential well samples on March 23, 2012.  USEPA and START collected 3 samples on April 12, 2012 and one addtional sample on May 2. 
A total of 4 residential wells have been determined to be near or above the drinking water standard for Benzene and the residents are being provided bottle water by USEPA.

2.1.2 Response Actions to Date
Additional water sampling of residential wells was conducted by U.S. EPA and START on March 23, April 12, and May 2, 2012.

  2.2 Planning Section
    2.2.1 Anticipated Activities
Preparation of an Action Memorandum to fund providing a deeper well or whole house treatment systems for affected residents.
Conduct a ground water investigation in early summer to determine source of the contamination and ground water flow.
Additional residential wells will be sampled as necessary.
Conduct vapor intrusion sampling in the homes in the affected area.

2.2.1.1 Planned Response Activities

2.2.1.2 Next Steps

Prepare and submitt an Action Memorandum to provide an alternate water supply or whole house filters for the affected residents.  One option includes a deeper well as a source for residential water supply. Also, whole house carbon and air stripping treatment units to remove the Volatile Organic compounds could be utilized. 

2.2.2 Issues
The township operates a deep well at Thompson Park which was installed by Wedron Silica.  USEPA has requested that the Township consider utilizing the well to provide water to the 4 affected residents.  The Township has said no to the proposal based on "potential Liability".  USEPA will continue to persue this option.

  2.3 Logistics Section
    There is two Task Orders for START. One for the investigation and one for the analytical costs.
The Task Order opened with ER LLC for $2,000 is for providing bottle water and was given with Verbal Approval by Acting Branch Chief Charles Gebien on 12/14/11.
