1.1.1 Incident Category
CERCLA time critical removal action. USEPA is providedbottled water to residents that have impacted groundwater (benzene contamination) in their residential wells until an alternate water source (deep wells) could be provided to the residents. US EPA, IEPA, and PRPs, are conducting an investigation to determine the source of the contamination.
1.1.2 Site Description
A mixed rural, residential and industrial area where 8 private residents have levels of benzene above or near the drinking water standard of 5 parts per billion. Bottled water was provided to the residents during the duration of removal until and alternate water source could be provided by drilling repalcement residential wells.
In May 2013 and December 2013, additional Residents of Wedron were sampled for VOCs and all results were below MCLs.
Location
The town is made up of 40 residential homes in Wedron, LaSalle, Illinois. The town is un incorporated so there is no local government or water or sewer department. All of the homes and industrial locations are on private wells and septic systems. The town borders the Wedron Silica Plant which operates a silica mine, drying and screening process, laboratory, and Techni Sand plant that coats sand with a phenolic resin. This coated sand is used in Hydraulic Fracturing (Fracking) of natural gas and oil wells. The Wedron and Dayton Grain facility operated along right of Way owned by Illinois Railtracks and Three underground storage tanks have been removed since August of 2012 along the right of way. An Amoco Oil bulk terminal operated along the Illinois RR Right of Way and was located at the north end of WD Grain facility.
1.1.2.2 Description of Threat
The chemical constituents that have been identified include: Benzene, Ethylbenzene, toluene, xylenes (BTEX) and other volatile organics have been detected in private wells above the Maximum Concentration Levels (MCL's)
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
The site investigation's being conducted under the order began in November 2013 at the Wedron Silica and Technisand property and on the Illinois Railtracks property and BP (formerly Amoco Bulk Terminal). The investigations will continue into the 2014 and final reports are expected in March and April of 2014.
IEPA has completed their investigation on the Hoxsey property and the final report will be posted in the document section of the web site.

2. Current Activities

2.1 Operations Section
|
|
|
|
2.1.1 Narrative
In September 2013, IEPA conducted an investigation around the Hoxsey property which included the installation of flush-mounted monitoring wells and the sampling of the wells. IEPA has finalized there report of the Hoxsey property and the report has concluded that contaminated soil and ground water exist on the property and may be co-mingled with a ground water plume from soil and ground water contamination at the former WD Grain facility which is now the Right of Way owned by Illinois Railway.
During the week of October 15, 2013, vapor intrusion sampling was conducted in three homes. A subslab and indoor air sample were collected at each property for VOCs. Analytical results have been received and reviewed by U.S. EPA and ATSDR. The results of the vapor intrusion sampling do not suggest immedialte health threats from the exposure to residents near suspected source areas.
1.2 Response Actions to Date
Beginning in October 2013, K&K Drilling began installation of drinking water wells at 8 locations in Wedron, IL, which have well water containing benzene above or near its MCL. At one of the locations, both a home and a trailer will be hooked up to the drinking water well. The wells are being drilled into a lower aquifer (New Richmond) because it is not contaminated with the BTEX compounds detected in the upper aquifer (St. Peter). Drinking water well installations include drilling the water well, installation of piping and pumps, connecting the well to the home. The wells were completed by November 4, 2013 and were then disinfected with chlorine and then sampled for VOC's, metals and radium. The sampling results indicated the water was potable and below MCL's and the whole house carbon units were removed and the bottled water and dispensers were removed and returned.
Drillers mud was solidified with corn cobs and shipped off site for disposal as non-hazardous special waste on October 23, 2013 (34 tons total). Approximately 9,500 gallons of waste water was shipped to the the Ottawa, IL POTW on October 23 and 24, 2013. The waste water is liquid that had separated out from the collected drilling fluids in a frac tank.
2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
US. EPA has indentified multiple potential responsible parties and has issued Information requests to the complany's
On The Agency is overseeing groundwater and soil investigations by BP, Illinois Railway, Technisand, and Wedron Silica Company as agreed through Administrative Orders on Consent (AOCs) with the companies. An additional underground storage tank has been discovered, making it the third tank that is removed along the railroad tracks since the beginning of EPA's investigation. The results of the investigations by these parties, which are expected in the Spring of 2014, should provide information on the possible sources of the benzene contamination in Wedron. The AOCs are available on the USEPA webpage under Technical Documents. USEPA held a public meeting in Wedron on December 4 2013, to discuss further investigation by the Potentially Responsible parties and to discuss the private well results with the affected residents. Results of the investigations will be made available on the web sites and the residents of Wedron will be briefed on the investigation results at the next public meeting.

2.2 Planning Section

2.2.1 Anticipated Activities
Two additional monitoring wells are to be installed in late January or February by USEPA to further evaluate the source of groundwater contamination in the area.
U.S. EPA will oversee the investiagions scheduled to be conducted on Illinois RR, BP/Amoco, Technisand and Wedron Silica to further evaluate potential sources of the groundwater contamination.
IEPA will continue the investigation at the former Hoxsey gas station and will evaluate remediation techniques for clean-up or containment of contaminated soils and groundwater.
Illinois Railway has completed the geophysical work along the rail tracks and road and will conduct test pits in the areas identified to have anomylies during their investigation. One addition tank was indentified along the rail tracks and was pulled in December 12, 2013. Test Pits were conducted at anomaly's detected during the geophysical survey and no additional tanks were found. Samples were collected under and around the tank and lines. Geoprobe soil smamplese were collected on the Illinois Railway right of way the week of Decmeber 20, 2013
Wedron Silica completed the installation of 5 piezometers and collected geoprobe samples at the Screen House, southern Tank area, Tech Center and former scale house on the Technisand property. Piezometers, wells and water levels are being collected to determine ground water flow.
BP contractors have completed the geophysical work at the former Amoco Bulk Terminal which was located just to the west of the tracks. Soil sampling will intiate January 7, 2014 and will be overseen by USEPA.

Oversee investigations as agreed in the Consent Order
· Re-sample 8 residential drinking water wells in March and April 2014
· Re-Sample Residential wells in Wedron as needed until April 1 2014. After that date LaSalle County HD will collect samples and run at IEPA State lab.
· Install and survey two additonal USEPA monitoring wells
· Sample the USEPA monitoring wells and collect groundwater elevation readings
· Perform oversight of PRP activities
2.2.2 Issues
Other residents of Wedron are concerned that their wells will become contaminated and want to have there wells sampled yearly and the opportunity to hook into an alternate water supply . U.S EPA will re-sample residential wells inside Wedron near the plume until April 1, 2014. After this date LaSalle County Health Department will collect private well samples and will utilize the IEPA lab in Springfield, Il. for the analysis.
