1.1.2 Site Description

The site is comprised of three residential parcels surrounding 86 Fay Street. These three lots consist of the Swede Village Condominium Complex (106 Lundburg Street), a single family residence (74 Fay Street), and an empty lot that is owned by the same owner of the single family residence (78 Fay Street). The site extends into the O'Donnell Park property to the north of 86 Fay Street.
1.1.2.1 Location
The Site is located at properties along Fay Street and Lundburg Street in Lowell, MA.
1.1.2.2 Description of Threat
Refer to the Initial Polrep for more detailed information on the description of threat.
From the 1800s through the early 1900s, areas of the site were reportedly utilized as a dumping ground for ash from the Middlesex North Agricultural Fairgrounds. Heavy metals such as lead and arsenic, and polycyclic-aromatic hydrocarbons (PAHs) are present in the ash and pose a threat to the local population.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results

EPA has conducted removal assessment events in July 2013, June 2014, July 2014, and an assessment of the O'Donnell Park field in April 2015 to determine the extent of contamination at the Site. The April 2015 sampling investigation revealed contamination extending into the school property at O'Donnell Park and an Action Memo was approved for further removal actions at this location.

2. Current Activities

2.1 Operations Section

2.1.1 Narrative
See Polrep #1,2, and 3 for information regarding previous actions at this site.
Restoration of properties and final transportation and disposal of waste from the site began after ground thawed in April 2015. Restoration included restoration of lawns, trees, bushes, and fences at the site. Three small retaining walls that were impacted during removal activities were repaired and drainage of land over the engineered cap was altered to reduce erosion.

EPA has conducted removal assessment events in July 2013, June 2014, July 2014, and an assessment of the O'Donnell Park field in April 2015 to determine the extent of contamination at the Site. The April 2015 sampling investigation revealed contamination extending into the school property at O'Donnell Park & an Action Memo was approved for further removal actions at this location.
The following activities have been completed since the Polrep 3 was released:
- Transportation and disposal of 162 tons of non hazardous waste that exceeded Massachusetts criteria for total lead (i.e. this soil could not be disposed at a Massachusetts landfill since some in-situ laboratory results exceeded the in-state disposal limit of 2,000 ppm lead).
- Installation of three retaining walls at 106 Lundburg Street in accordance with engineering recommendations to prevent further drainage issues on the engineered cap.
- Restoration of properties at 74 Fay Street, 76 Fay Street, 106 Lundburg Street, and a portion of 86 Fay Street. Restoration included restoring lawns, planting bushes and trees, replacing fences, spreading mulch, and installing drainage controls.
- Repairing response related damages to properties.
- Securing the site until EPA returns in July 2015.

Access agreements have been distributed to all impacted parties.

2.2 Planning Section

2.2.1 Anticipated Activities
- A topographic survey will be conducted prior to the initiation of removal activities on the O'Donnell park property.
- A site plan including grading and a drainage solution will be produced by the START IDIQ contractor
- Removal activities will begin at the contaminated portion of the O'Donnell Park property in Summer 2015
- EPA will design a drainage solution for this area that will incorporate a rain garden.
- Restoration activities will begin once removal activities are completed.

Dust Control Issues:
EPA will continuously monitor for contaminated dust and employ dust control measures to ensure that no contamination leaves the site. Up to four (4) DataRAMs will be deployed surrounding excavation operations and the EPA VIPER system will be used to continuously monitor for dust. Dust monitoring operation concentrations were developed in conjunction with the Massachusetts Department of Public Health (MA DPH) and the Agency for Toxic Substances and Disease Registry (ATSDR).

Daily safety meetings are conducted before commencement of work.

Community outreach is on-going. The On-Scene Coordinator, in conjunction with the Community Involvement Coordinator, are available to answer any community concerns. The community has been made aware that the EPA Command Post is open for community members to have their questions answered by the EPA OSC and contact information for all agencies has been made widely available.
