Clean Water Act OPA Emergency Response
1.1.2 Site Description
A truck driver for the Plains at Stevens Facility in Pachuta, MS overfilled his truck on the morning of 9/17/2014. Approximately 60 bbls of crude were discharged. A to be determined portion of that discharge migrated along a ditch and an unnamed tributary of the Bogue Homo waterbody for approximately 0.17 miles before being contained in the headwaters of the Bogue Homo. Plains has hired an OSRO, secured and contained the spill. MDEQ has ensured that appropriate resources are being brought to the scene.
MDEQ requested Federal assistance to join them on the morning of 9/18/2014 to assist in ensuring compliance with the National Contingency Plan (NCP) during the course of this response. The South Mississippi/SW Alabama Outposted OSC has been dispatched.
The Bogue Homo travels for approx 10 miles before merging with Shubuta Creek which then runs for approx 3 miles before merging with the Chickashawahy River.

A discharge of oil has occurred to Waters of the US.
1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
A discharge of approximately 60 bbls of oil has occurred at a production facility. The oil has migrated approximately 0.17 miles from the source and entered into the headwaters of the Bogue Homo waterway. The PRP has hired an OSRO and is conducting the response under the National Incident Management System. The OSC will ensure an effective response action till the completion of the operations and maintenance phase.

2.1.1 Response Actions to Date

The following summarizes the actions taken.
The priorities of the response included :
1. Protecting the safety and health of the responders and public
2. Minimize property damage
3. Protect the environment
4. Maintain public/media confidence
5. Establish and maintain credible documentation.
Limitations such as restrictions on damage to natural vegetation were identified by the members of unified command. An assessment was conducted by MDEQ staff including flora and fauna specialists.
The primary operational objective was the safe, effective and expeditious containment, removal, disposal and restoration of areas impacted by the discharge. This objective was further broken down into three divisions and tactics were selected geared at bulk recovery, then hot spot removal and finally operations, maintenance and recovery.
During the initial bulk recovery and containment phase approximately 50 responders applied tactics such as booming, vac truck recovery, low flow stinging, padding, and absorbant fencing to recover oil. Those tactics were employed in the remaining hot spots and thru the operations and maintenance phase with decreasing manpower and resources as the recoverable oil decreased. Natural attenuation thru bioremediation was executed in the area immediately adjacent to the source drainage swale as well as for residual oil downstream. Care was provided in decision making to minimize impact to the environment during the course of the response while maximizing recovery of oil.
Unified Command concurred on the completion of the response by 10/6/2014.
