1.1.1 Incident Category
An emergency response action to a spill of refined motor oil from a bulk truck due to a traffic accident.

1.1.2 Site Description
The Big 4 Trucking Inc. was transporting approximately 6,500 gallons of refined motor oil (5W-20 and 5W-30). The truck was traveling west on I-20 and was involved in a single vehicle accident. The truck veered into the median, down a steep embankment and three of the four compartments of the tanker were ruptured and lost their entire content. The response contractor was able to recover all the oil in the back compartment approximately (2,500 gallons). The released oil entered into the storm water drainage ditch. During the emergency response efforts the site received approximately 6 inches of rain during the first 12 hour of the response.

1.1.2.2 Description of Threat
A truck transporting approximately 6,500 gallons of motor oil was being transported. Approximately 4,500 gallons of oil spilled from the tanker and entered an unnamed tributary that drains to Muddy Creek. A short series of creeks would take the spill into Clear Creek, Big Black River and Mississippi River. 

1.1.3 Preliminary Removal Assessment/Removal Site Inspection Results
Oil sheen was noted during the initial response at the confluence of Muddy Creek and Clear Creek. The creek levels were extremely high, the area received approximately 6 inches of rain during the first 12 hour of the response.

2. Current Activities
  2.1 Operations Section
    2.1.1 Narrative
Mississippi Department of Environmental Quality (MSDEQ), the RP, response contractor and the EPA OSC discussed an operations and maintenance (O&M) plan to address the residual oil saturated soil on the slope along I-20 draining into the storm water drainage ditch.

2.1.2 Response Actions to Date
Oil from the tanker was pumped out during the overnight response actions. Adsorbent boom was place along the edge of the storm water drainage ditch, the unnamed tributary to contain oil seeping from the spill area. The tractor and trailer, debris, and leaf litter were removed from the spill area. After the truck was removed from accident site, operations were temporary suspended due the weather, approximately 6 inches of rain during the first 12 hour of the response.

2.1.3 Enforcement Activities, Identity of Potentially Responsible Parties (PRPs)
A RP was on site and had hired a response contractor. MSDEQ was on site to oversee the clean-up activities.

MDEQ will oversee the RP’s contractor conducting O&M of the absorbents along the storm water drainage ditch. They will walk the downstream unnamed tributary after the water recedes to identify possible areas of recoverable oil left in high water areas.

MDEQ will oversee the RP’s contractor conducting O&M of the absorbents along the storm water drainage ditch. The spill area will be visited after the next few significant rainfall events.
